PSD3 + Payment Services Regulation (COM(2023)366 / COM(2023)367)

Description

PSD3 and the Payment Services Regulation (PSR) are a paired EU legislative proposal to replace PSD2 and update the rules for payment and electronic-money services. PSD3 is a directive focused mainly on authorisation, licensing and supervision of payment institutions; the PSR is intended to set directly applicable rules for payment services across the EU. The proposals were published by the Commission on 28 June 2023.
