The software components of the DTK suite are: - DTK-GEOLIB - DTK-WORKSPACE - DTK-DIVA - DTK-BERYL - DTK-DOUBLET - DTK-QUALITY The benefits consist of: A firm and flat-rate share: - Corrective maintenance An optional and lump sum share: Option 1: Initial training in DTK suite software (provided by ECA); - Option 2: consolidation of knowledge on software in the DTK suite (provided by the CEA) - Option 7: Final reversibility. A share of services on demand on offer: - Evolutionary maintenance A share of services on demand on a unit price voucher (BPU): - Incoming reversibility of each DTK suite software (BPU 1) – maximum quantity: 6; - Linux versions (BPU 2 to 7); - Windows version mounts (BPU 8 to 11).

Economic capacity: A presentation file of the candidate, and if applicable of each co-contractor, including among others: - company characteristics: articles of association, legal form, capital structure, main shareholders, shareholdings, representatives authorized to bind the company, activities, organizational chart; for information, a K-bis extract or equivalent; - a valid insurance certificate for the candidate and each co-contractor; - overall turnover and turnover concerning the services that are the subject of the contract, achieved over the last three available financial years; - the last three balance sheets and income statements of economic operators for whom the preparation of balance sheets is required by law; - When belonging to a group, a certificate certifying its commercial autonomy and its competitive situation vis-à-vis other companies in the group. If the candidate relies on subcontracting, it must provide the same information and documents regarding its subcontractor(s). In addition, to prove that it has the capacities of this/these subcontractor(s) to execute the contract, it shall provide proof by any appropriate means. Subcontracting will be carried out within the framework of the provisions of the Public Procurement Code. The CEA's DAST or DC4 form must be completed for each subcontractor acceptance request. Total subcontracting is prohibited.

Technical capacity: Candidate selection will be based on the following criteria: Proficiency in the ability to carry out third-party application maintenance of computer software. Meeting these criteria will be demonstrated by the files listed below. Each candidate company (the lead contractor and each of the co-contractors in the context of a consortium) must submit: a company presentation file (and of the co-contractors in the case of a consortium) detailing human and material resources, a declaration indicating the candidate's average annual workforce and the size of its managerial staff for each of the last three years, organization and quality (procedures, quality assurance, valid certifications or qualifications), a precise and detailed portfolio of references (over the last 5 years) of the company and/or establishment likely to be involved, concerning identical or comparable operations, particularly in terms of technical complexity and stakes. The following must notably be specified: nature of the project, date, place of execution, references of the corresponding client with postal and telephone contact details as well as those of the person in charge of the project, a precise description of the responsibilities exercised and actions conducted by the candidate in the project. If the candidate is subject to Article L.229-25 of the French Environmental Code, it is invited to submit a certificate stating that its company's greenhouse gas emissions assessment (BEGES) has indeed been prepared and published for year N-1. The submission of the BEGES must imperatively be carried out using the ADEME website (https://bilans-ges.ademe.fr/), in accordance with Article L. 229-25 of the Environmental Code and the order of January 25, 2016 relating to the IT platform for the transmission of greenhouse gas emissions assessments. If the candidate uses subcontracting, it must produce the same documents concerning this subcontractor. In addition, to prove that it has the capacities of this subcontractor for the performance of the contract, it shall provide proof by any appropriate means.
