DCA-526078 Providing services for the design, implementation and operation of a digital environment and the operational support for the process of transferring interconnected ICM users to IPTO

Economic operators established in a Member State of the European Union are required to be registered in one of the relevant professional or commercial registers kept in their State of establishment or in their country of establishment, for a professional activity relating to the subject-matter of the contract, i.e. the provision of design, integration and support services for software systems or to meet any other requirement set out in Annex XI to Appendix I to Law 4412/2016. In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries joining the GPA, or in third countries not falling under the previous indent and having concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in corresponding professional registers. Economic operators established in Greece should be registered in the relevant register, and should carry out an activity related to the subject-matter of the contract.

Candidate Contractors, during the years 2021, 2021, 2022, 2023, 2024 2025 and by the closing date for submission of tenders, should: 1. To have successfully performed three (3) or more contracts, which, cumulatively, cover the whole object of this competition. The individual experiences required may be demonstrated by different contracts and each individual contract is not required to cover all requirements. Contracts should have been concluded with entities in the wider public and/or the private sector in Greece or in another Member State of the European Union. The cumulative contractual price of these contracts should be at least two million euros (€2,000,000,00), excluding VAT. Moreover, the contractual value of each of the contracts counted to meet this requirement should not be less than a hundred thousand euros (€100 000,00), not including VAT. In particular, the subject-matter of the above contracts should be documented, cumulatively, by the applicant's experience in the design, development and/or upgrading and technical support of the production operation of one or more information systems or sub-systems, which, individually or in combination, support at least the following functions: In particular, this experience should have been gained in public or private bodies falling within the scope of Law 5160/2024 (A’ 195), such as indicative bodies active in the field of critical network infrastructure or digital infrastructure or health or are banks and financial institutions or Central Administration bodies, such as the Presidency of the Republic, the Presidency of the Government, the Ministries, the Decentralised Administrations and the Independent Authorities. (b) the design and implementation of performance indicators (KPIs), as well as the design and/or upgrading of a reporting subsystem, statistical analyses and business intelligence. (c) the management and support of legal documents, assumptions and workflows (document, case ∓ workflow management system), including the design and/or upgrading of a legal and/or operational content management subsystem, the support of search functions and case management or corresponding administrative procedures. 2. To have carried out at least one (1) contract, which concerns a diagnostic analysis of an existing situation and to redesign operational procedures for the transfer of technical fixed assets to companies/entities or undertakings active in the critical network infrastructure sector in Greece and/or a Member State of the European Union. It is noted that the same contract may be used to cover more than one of the above sub-criteria if it covers the corresponding requirements.

Economic operators are required to have a project team, with executives sufficient in number and skills to undertake the project, which they undertake to maintain stable (in number of executives and specialties) throughout the duration of the contract and shall consist at least of the following: 1. One (1) executive in Project Manager role, university education, with at least 15 years of experience in project management. 2. One (1) executive in the role of Deputy Project Manager, as responsible specifically for the supervision of legal and engineering advisers, lawyer, law school graduate and graduate degree holder, with at least 10 years of professional experience, and proven experience in the management of fixed assets. 3. One (1) executive in a role of Expert Legal Adviser, lawyer, law school graduate and graduate degree holder, with at least 7 years of professional experience, and proven experience in institutional management issues. 4. One (1) official in the role of a Professional Legal Adviser, lawyer, a law graduate and a graduate degree of study, with at least 7 years of professional experience, and proven experience in matters of cadastral law or other relevant subject 5. One (1) executive in the role of Expert Surveyor, university education, with at least 7 years of professional experience, 6. (1) an executive in the role of Surveyor, university education, with at least 3 years of professional experience, 7. One (1) executive in the role of Electrical Engineer, University Education, with at least 7 years of relevant professional experience, 8. One (1) executive in the role of Architectural Planning Officer, University or Technology Education Officer in Informatics, with at least 5 years of experience in Information Technology, 9. An executive with at least 10 years of experience in Informatics, 1 (1) an executive in Expert Software Programme (Senior, University Engineer, University Engineer, University Scholar, University or related Training, at least 7. These roles will be distinct and will be undertaken by different executives of the economic operator.

Economic Operators must show a positive sum of profits - losses before interest, taxes and depreciation (EBITDA) in the last three financial years (2023, 2024 &); 2025), according to their published balance sheets. Where the applicant is active for a period of less than three (3) of the last management uses, it should meet the minimum level of financial adequacy for those closed management uses that are active depending on the start of its activities.

Candidate Contractors for this procurement procedure are required to ensure the quality of the services provided and to have an ISO/IEC certificate 27001:2022 (Information Security Management System) or later current version or equivalent, in force on the date of submission of the tender. Where ISO certificates are issued in the English language, no official translation of them is required.
