What the buyer wants
DIO is establishing a dynamic purchasing system for acquiring competence in the ICT field. The aim of the scheme is two parts: 1. The scheme shall contribute to covering DLO's need for ICT consultants. 2. DIO was created at the turn of the year 2024/25 and this is the first dynamic purchasing system established by DIO. This procurement system must therefore be seen as a pilot that shall give DIO experience with this form of competition. Any tenderer who would like to be included in the scheme can apply for this.

The tenderer shall be a legally established company.
Documentation requirement Norwegian companies: Company Registration Certificate or printout from the Register of Business Units for non-registration obliged sole proprietorships. Foreign companies: Confirmation that the company is registered in a trade or business register as prescribed by the law of the country where the company is established. The confirmation can be delivered in writing or with reference to BRIS.
Payment of taxes and duties
Documentation requirement Norwegian tenderers: Tax certificate, not older than six months, confirming that the tenderer has fulfilled his tax, social security and VAT payments, can be ordered and obtained from Altinn by using a separate link on the skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. See the skatteetaten.no for further information.
Tenderers shall have relevant professional qualifications to carry out contracts that can be outsourced to the competition in the category that the tenderer is seeking admission to.
