The tenderer is registered in the relevant business registers kept by the Member State of establishment: It is entered in the professional register kept by the Member State of establishment, as described in Annex XI to Directive 2014 / 24 / EU; tenderers from certain Member States may have to comply with other requirements laid down in that Annex.

The candidate must have at least three references. The requirements for the candidate's experience of technical and professional competence are set out in the Annex "References' to the invitation to participate. The candidate must meet all the reference requirements for the candidate's experience. Experience should have accumulated over the last three (3) years, calculated from the date of submission of the application for participation. The candidate shall complete the" References "form annexed to the invitation to participate in accordance with the instructions and requirements set out therein. The" References' form shall be downloaded as an annex to the application for participation in the electronic tendering system tab "Other terms'. If the application is submitted as a group, the members of the group may fulfil the requirement jointly. If the candidate relies on the resources of other entities (reserve units) to meet the requirement, the candidate together with his or her reserve units may meet the requirement. Resources related to the experience of other entities may be used only if those other entities provide services or some of them.

Financial year: Last financial year established The candidate's overall annual turnover is at least EUR 2 million (EUR 2 000 000). On request, the candidate shall provide information on turnover for at least the last financial year if the candidate is entitled to provide it under the law of the country in which he is established. If the candidate does not have a financial year, the candidate can demonstrate his financial and economic situation with another document approved by Hansel Oy. If the application is submitted as a group, the members of the group may fulfil the requirement jointly. If the candidate relies on the resources of other entities (reserve units) to meet the requirement, the candidate together with his or her reserve units may meet the requirement. In such cases, the candidate may be requested to provide an explanation of the commitments and agreements concerning the existence of financial resources. If the candidate has used the resources of the reserve unit to meet the requirement of the candidate's turnover, the candidate and the reserve unit shall undertake that the client may require the reserve unit to be jointly and severally liable with the candidate for the obligations under this DPS contract. If the application for participation is made as a group or the candidate relies on the resources of other entities to meet the requirement, each member of the group and / or the reserve unit shall enter its annual turnover into the field.

The candidate must have the necessary solvency, financial capacity to carry and the ability to pay for the delivery and provision of services to the DPS. The financial situation of the candidate can be considered sufficient if its risk rating in the risk rating of Suomen Ktikatieto Oy is 1 -3. The situation of the candidate may also be assessed on the basis of the financial statements and / or other reports to be submitted on request and on the basis of a self-assessment obtained by the contracting entity. Candidates whose risk rating in the risk rating of Suomen Ktikatieto Oy is 5 or whose solvency, financial capacity and solvency are estimated to correspond to risk class 5 are excluded from the procurement procedure. Candidates whose risk rating in the risk rating of Suomen Ktikatieto Oy is 4 or whose solvency, financial capacity and ability to pay is estimated to be equivalent to risk class 4 may not be eligible for the dynamic purchasing system if the candidate is unable to provide a reliable explanation of the measures it takes or has taken to improve solvency, financial capacity and solvency. If the application for participation is submitted as a group, the requirement shall apply to all members of the group. If the candidate uses reserve units, all reserve units must meet the requirement.
