What the buyer wants
The Social Insurance Institution (Kela) establishes a dynamic purchasing system (DPS) for the acquisition of IT expertise services. During the duration of the dynamic purchasing system, all candidates or groups interested in the acquisition may apply for participation in the system. The procurement of Kela's IT expert services between authorised suppliers under the Dynamic Procurement Scheme will be subject to competitive tendering within the system. A more detailed description of the subject matter of the contracting system is given in Annex 1.
