Framework agreement for subsequent contracts for technical expertise services in the field of Information Systems

Ability to engage in professional activity Each candidate must attach to his or her application the declarations provided for in section 2.1.6. Each candidate must also submit their unique identification number (SIREN) issued by INSEE, or, failing that, an equivalent document identifying the candidate. This number is to be provided by individual candidates and by each member of a candidate group.

Economic and financial capacity The candidate must attach to his or her application the following documents and information: (In the case of a consolidated application, each of the following documents must be submitted by each of the members of the group): -A statement indicating, for each of the last three financial years available, the total annual turnover and turnover relating to the supplies, services or works covered by the contract. -A copy of the last balance sheet, or extracts from balance sheets, for the last three financial years available to economic operators for which the preparation of balance sheets is mandatory under the law. - Where appropriate, an appropriate declaration of banks or proof of insurance for occupational risks. -Where applicable, a description of the consistency of the financial relationship between the subsidiary and the parent company, the relationship of belonging to that group.

If, for justified reasons, the candidate is unable to produce the requested information and documents, he or she is authorized to prove his or her economic and financial capacity by any other means considered appropriate and to provide equivalent evidence.

The applicant must attach a valid certificate of insurance (RC) guaranteeing the pecuniary consequences of the civil liability which he may incur in the event of damage of any kind caused to third parties and the Enterprise in the course of the performance of his contract. This certificate must include the amount of these guarantees by nature and the duration of the guarantees.

Technical and professional capacity The applicant justifies having the capacity to carry out the contract by providing (as well as for all the contractors and for the subcontractors to whom they are called, if they wish to avail themselves of their capacity) a list of the work carried out over the last five years, together with certificates of performance for the most important work indicating the amount, date and the public or private recipient.

Attach certificates of performance, or a declaration by the economic operator. These certificates shall indicate the amount, date and place of performance of the work and shall specify whether they have been carried out in accordance with the rules of the art and carried out regularly.
