Requirement: Tenderers shall have their tax and VAT payments in order.
Documentation requirements:
Documentation: Tax and VAT certificate, not older than 6 months calculated from the deadline for receipt of tenders. Any arrears or other irregularities must be justified.
Applicants from other countries than Norway shall enclose equivalent certificates or documentation from authorities in their home country for the payment of tax and VAT in accordance with the country ́s rules.
Requirement: The tenderer must be a legally established company.

For foreign companies/tenderers: Equivalent documentation of registration/establishment in the country where the tenderer is established/has its home country.
Requirement: Good economic solidity and good financial capacity are required.

Documentation that shows that the tenderer ́s last annual turnover is at least NOK 40 million and a credit rating from an independent credit rating company.
Tenderers shall fill in and enclose the application Annex 0 Annex 3 – Prequalification Template, sheet "The Tenderer".
Requirement: The delivery includes several services beyond development/adaptation, implementation, reporting, coordination, management and follow-up etc. Applicants are required to have sufficient professional qualifications, experience and capacity to carry out a project of this extent.

Documentation: The applicant shall give an account of the capacity to be in charge of the delivery and fulfil his obligations in accordance with the contract, as stated in Annex 0 Annex 3 - Prequalification template. The applicant shall describe his total organisational capacity in accordance with the tables in the reply form to Annex 0 Annex 3.

Documentation: This is to be documented by a description of relevant project and delivery experiences from up to 5 years, with precise descriptions in accordance with the structure of annex 3 - prequalification template. Applicants shall, as a minimum, state one reference project, maximum five. See the tab for "Reference Project". The description shall state, among other things, what the delivery consisted of in a relevant time period and approximate extent of the delivery. The description of at least one of the reference projects shall also include names and contact points for a reference person at the contracting authority.

The contracting authority has assessed the procurement ́s climate footprint and environmental impact. The most significant environmental impacts of IT operational services are assessed to be related to energy consumption in data centres and technical infrastructure, climate gas emissions associated with energy use, resource use and production of IT equipment as well as handling scrapped electronic equipment. The contracting authority has therefore chosen to have concrete minimum requirements for these conditions in the requirement specification. The contracting authority estimates that this gives better climate and environmental effect than using climate and environment as the award criteria with 30 percent weighting. The requirements mean that all relevant tenderers must fulfil a fixed environmental minimum level and that the environmental requirements will apply for the entire delivery throughout the contract period. If the award criteria is used, it will be possible for a tenderer with weaker environmental performance to compensate for this through a better score on other award criteria. By setting requirements, the contracting authority will instead ensure that the identified environmental effects are realised independent of which tenderer is awarded the contract.
