Purchase and supply of computer equipment

The procedure is conducted in order to establish a Dynamic Purchasing System (DPS). Contractors submit requests to participate in the DPS within the prescribed time limit. The subject of the contracts successively awarded under the DPS will be the delivery of IT equipment. The Contracting Authority estimates the total quantity of ordered equipment at: 1) Supercomputer – 2 pcs; 2) AiO computers with an operating system (optional) – 500 pcs; 3) Desktop computers with an operating system (optional) – 1,500 pcs; 4) Monitors – 2,000 pcs; 5) Laptops with an operating system (optional) – 1,000 pcs; 6) Tablets with an operating system (optional) – 300 pcs. The Contracting Authority informs that the quantities indicated above are merely estimates and, depending on the Contracting Authority's needs, may change at the stage of awarding specific contracts. The Contracting Authority carries out the qualification of Contractors who submitted requests to participate in the DPS, in compliance with the time limits and rules arising from Article 320 of the Public Procurement Law (PPL). After the initial qualification of Contractors and the establishment of the DPS, Contractors not admitted to the DPS will have the opportunity to submit a request to participate in the DPS throughout its entire period of validity. Following the opening of requests at the originally set deadline, no further deadlines for submitting requests to participate in the DPS are set. Contractors may also submit requests to participate in the DPS after the expiry of the originally set deadline. The Contracting Authority provides Contractors not admitted to the DPS with the opportunity to submit requests and be qualified for the DPS, in accordance with Article 319 of the PPL. The qualification of Contractors based on requests to participate in the DPS received during the validity period of the DPS shall be performed by the Contracting Authority analogously, in compliance with the time limits and rules arising from Article 320 of the Act. The Contracting Authority will send the invitation to tender for a contract covered by the DPS simultaneously to all participants of the dynamic purchasing system in accordance with the published list of contractors admitted to participate in the DPS. A Contractor submitting a request at a later date, upon positive qualification, will be entered onto the list of contractors admitted to participate in the DPS and will be invited to submit tenders in subsequent contracts covered by the DPS. Throughout the validity period of the DPS, the Contracting Authority may request Contractors qualified to participate in the DPS to submit a new or updated ESPD statement, in accordance with the regulations set out in Article 322 of the Act. If, in the new or updated ESPD statement submitted upon the request referred to above, the Contractor fails to confirm that they are not subject to exclusion and meet the conditions for participation in the procedure, they will be informed, subject to Article 126 of the Act, of their removal from the DPS. Contracts covered by the DPS will be awarded after carrying out a procedure for awarding a specific contract (defined quantitatively and qualitatively) covered by the DPS, in accordance with the rules set out in Article 323 of the PPL, i.e.: The Contracting Authority simultaneously invites all Contractors qualified for the DPS to submit tenders for each contract covered by the DPS within a time limit not shorter than 10 days from the date of dispatching the Invitation to Tender; The Contracting Authority anticipates conducting specific procurement procedures and awarding contracts for equipment once a quarter in a given calendar year, with the proviso that in the fourth quarter of a given year it plans to conduct and award approximately 4 contracts.
