What the buyer wants
The subject of the contract is the purchase of licences. The contracting authority has announced the process of establishing a dynamic purchasing system (hereinafter DNS). The contract shall be conducted subject to the rules of the restricted procedure in accordance with Article 41 of the GNP-3, with the exception of the rules relating to the length of the time limit for receipt of requests to participate and the time limit for receipt of tenders and other rules as defined in Article 49 of the GNP-3 governing the SNE and the subject-matter of the implementation of the dynamic purchasing system.
