What the buyer wants

The object of the order comprises several data server systems that meet different requirements and must be designed to be highly available in time-critical 24/7 operation. The hardware of the overall system consisting of database servers, data access servers, storage systems and network is to be modernized and enlarged within the framework of this method. For each data server system, an availability of 99% is expected. An availability of 99.8% is required for the overall system. The values apply in each case measured over 30 days. The systems to be procured must be installed redundantly at two (optional three) different locations: A data server system for the routine in the data center of the German Weather Service in Offenbach am Main (DMRZ-OF) An independent data server system for backup, integration and testing at a second location (DMRZ-EX). The DMRZ-EX site will be located on German territory at least 50 kilometres from the DMRZ-OF site. The exact location is not yet determined. The location shall be notified as early as possible, but no later than March 2027. Once determined, the contractor is immediately informed about the location DMRZ-EX. An independent, smaller data server system also at the DMRZ-EX site. The option is to install this system instead at the Bundeswehr site in Euskirchen DMRZ-EU. The decision as to whether the option DMRZ-Euskirchen will be withdrawn by the German Weather Service will be made at the latest until the contract is awarded. The creation of the overall system is divided into the following phases: Phase 1: Delivery, installation, operation and maintenance Phase 2 (optional): Continuation of the system service, if necessary. Improved performance through a further data server system After the end of the contract (optional): Dismantling, disposal and dismantling of the systems The detailed description and all requirements are set out in the Annexes ‘Description of services’ and ‘Performance Matrix’ and are made available to the interested party after submission of the confidentiality agreement.

By submitting the self-declaration on suitability/offer, the tenderer declares that he has an occupational liability insurance or agrees to close these in the case of an order: 1.000.000,00 Euro Personal injury 10.000.000,00 Euro other damage A company liability insurance in another currency is also accepted, provided that the insurance sum for the respective types of damage is at least the amount stated in EUR. Contrary to the form "Self-declaration of suitability", the maximization of the replacement benefit is at least twice the insurance amount completely. Upon submission of the participation application, proof must be provided that an insurer concludes a corresponding insurance with the applicant/tenderer upon receipt of the contract. The proof of insurance must also be submitted in German. It is permissible if the participant has it translated by an official body at his own expense.

At least two comparable references from the last five years should be given. Required information is ▪ the name of the customer, ▪ the object and the quantity of the delivery and service, ▪ the location where the service was provided, ▪ the service time and ▪ the order value. A service is comparable to the service to be awarded if - the system was delivered and supervised by the applicant - the total planned duration of the service was more than 3 years and - the system is at least half the size of the current system for prediction, either in terms of computing power or in terms of storage systems (see Appendix "Service description"). Contrary to what is stated in point 9 in the form "Self-declaration of suitability", a simple declaration of the applicant is sufficient for a reference for services for contracting authorities and private contracting entities. A certificate issued or certified by a public authority for services to contracting authorities is not required.
