Services of Tierce Maintenance Multi-Applicatives (TMMA), development of new applications and administration of application environments (DEVOPS) of CEA Grenoble

The purpose of this contract notice is to define the conditions for consultation on services provided by Tierce Maintenance Multi-Applicatives, Development of New Applications and Administration of the Appliance Environments. The services consist mainly of: - third-party maintenance services relating to its applications, including preventive maintenance, corrective maintenance, adaptive and scalable maintenance, and functional support and assistance, - installation, administration and operation of the application environments associated with these applications, and associated IC/CD chains (DevOps) - development services for new applications, - IT system urbanization, technological monitoring, and technical studies related to continued applications. To date, the CEA's application park includes 59 developed applications and 1 web and workflow management application. The main languages used are .Net Framework, .Net Core, PHP, Python, Angular. The hosting of applications is on-premise, mostly on Windows/IIS environments, and for some applications on containers hosted on Rancher cluster. The IC/CD chain is equipped with CI/CD pipelines in AzureDevops, Git, SonarQueb, and terraform scripts. Maintenance services will be organized into service levels. The quantitative elements mentioned are orders of magnitude which have no contractual value. The expected start date for contracts is January 1, 2028. The duration of the contract is 4 firm years with two additional 12-month renewal periods. The future market will be composed of different phases including a take-over phase which will take place in parallel with the reversibility of the outgoing holder.
