What the buyer wants

The object of the contract is the provision of a simulation equipment - Robotic, portable, wireless, advanced pediatric simulator for anaesthesia and intensive therapy scenarios, fully responsive during transport, with FAST abdominal ultrasound module (1 pc.) within the project "EXCELL-MED: Increase the quality of medical education through standardisation and innovation," MySMIS code 336593. Simulation equipment - Advanced robotic pediatric simulator must have the ability to simulate real emotions through dynamic facial expressions, movement and speech, to help medical professionals of any level to develop the specialized skills required to communicate, diagnose and effectively treat paediatric patients in almost all clinical areas. Required delivery configuration: whole body simulator; Paediatrics ghost for ultrasound; PC tablet with software; Minimum 10 scenarios - Paediatric SLES; Simulated monitor of vital functions, Accessories (user manual, transport bag, etc.). Duration of the guarantee: The supplier shall provide a minimum guarantee of 24 months for the equipment delivered. The period for the supply, installation and entry into service of the equipment shall be 14 weeks from the date of signature of the contract; The performance of the contract's subject includes: - Delivery, installation, commissioning and testing - at the Simulation Center "Prof. Univ. Dr. Cristian Dragomir" of the University of Medicine and Pharmacy "Grigore T. Popa" from Iasi, at the place indicated by the beneficiary (Iasi, Kogălniceanu str., nr. 9-13, Iași county); - Initial on-the-spot training of staff designated by the contracting authority on the correct use of the equipment delivered.; Duration of the contract: 5 months from the date of signature of the contract. Requirement A The tenderer (each participating economic operator) must prove a form of registration in accordance with the legal requirements of the country in which it is established (be registered in a professional or trade register in the country in which it is established) showing that the economic operator is legally established, is not in any of the situations of annulment of establishment, and has the right (legal capacity) to legally carry out/perform on the market the activities that are the subject of the contract. Requirement B The tenderer (economic operators) must prove that it is not in any of the situations subject to the sanctions provided for by Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine, as amended and supplemented. As preliminary evidence for the verification of the capacity to pursue the professional activity, economic operators must submit: • ESPD, completed via SEAP in the relevant section (see below); • Self-declaration on compliance with the provisions stipulated by Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine, as amended and supplemented (the form made available by the contracting authority/entity in Section D – "Forms" of the award documentation shall be used). Following an express request from the contracting authority/entity and prior to signing the contract, the tenderer (individual tenderer or consortium of economic operators) ranked first after applying the award criterion must submit updated supporting documents demonstrating the fulfillment of all qualification criteria, in accordance with the information contained in the ESPD. The updated supporting documents must: 1. Support all statements/information included in the ESPD in the requested section(s); 2. Demonstrate that: a. The economic operator is legally established in its country of origin and is not in any of the situations of annulment of establishment; b. It legally carries out its professional activity on the market: • there is a correspondence between the main subject of the contract and the economic activity indicated in the articles of incorporation/incorporation document of the economic operator in the form of the NACE code (statistical classification of economic activities in the European Community) or equivalent, for the economic operator(s) acting as tenderer; • there is a correspondence between the activity associated with the economic operator's role in the procedure and the economic activity mentioned in the articles of incorporation/incorporation document of the economic operator in the form of the NACE code (statistical classification of economic activities in the European Community) or equivalent, for economic operators related to the tenderers, if applicable. Supporting documents considered appropriate for proving the information included in the ESPD that economic operators submit to the contracting authority/entity include, but are not limited to: • certificates issued by the professional register or trade register or equivalent documents issued by the competent authorities in the country where the economic operator is established; • other evidence that the economic operator may present in accordance with the legislation of the country in which it is established.

Tenderers must demonstrate that, in the last 3 years (calculated up to the deadline for tender submission), they have supplied, installed, and commissioned at least one advanced robotic pediatric simulator, portable, with a cumulative value of at least 450,000.00 lei excluding VAT, completed through a maximum of 3 contracts (experience is reported at the level of a minimum of one contract – a maximum of 3 contracts). The last 3 years will be calculated up to the deadline for tender submission, with the mention that if the contracting authority/entity postpones the deadline for tender submission with a new deadline, thereby publishing an erratum-type notice, the lower limit of the 3-year period is extended by the period of time corresponding to the postponement, and the requirement will be considered fulfilled for all economic operators who have submitted proof of product supply according to the requirement within the newly resulting time interval. In the case of a joint venture, the fulfillment of the minimum requirement regarding the "main deliveries of products properly carried out" is demonstrated by taking into account the cumulative resources of the members of the joint venture. For the purpose of applying the qualification criterion regarding technical and professional ability, referring to similar experience (main deliveries of products properly carried out), in the ESPD, the tenderer shall specify at least the following information for each relevant contract invoked: i. description of the delivered products, ii. the share and/or deliveries for which the economic operator was responsible under the contract, together with the value of the deliveries (excluding VAT) and their quantities, iii. the number and date of the contract invoked as similar experience, iv. the date and number of the document(s) confirming the delivery of products (by the economic operator) and the acceptance of products by the contracting authority/entity, v. start date and completion date, vi. the beneficiary, as well as any other information considered relevant to demonstrate fulfillment of the minimum requirement. Following an express request from the contracting authority/entity and as a general rule before awarding the contract, the tenderer (individual tenderer or joint venture of economic operators) ranked first after applying the award criterion must submit updated supporting documents demonstrating compliance with all qualification criteria, in accordance with the information contained in the ESPD (response). Supporting documents (nominated by the tenderer in the ESPD and which will be presented by the tenderer ranked first at the end of the evaluation process) considered appropriate for proving the information filled in the ESPD include, but are not limited to: - acceptance/receipt minutes of products, recommendations, certifications, or any other equivalent documents clearly showing all requested information included in the ESPD (for example, beneficiary, product typology, quantity/value, delivery period, etc.), as well as stating whether the products were properly supplied, in accordance with professional standards in the field and the clauses of the contract covering the invoked product supplies, and whether the supplies were successfully completed; - any other evidence nominated by the tenderer in the ESPD (response) as supporting documents for the declarations made regarding the properly delivered products that fulfill the minimum requirement.
