What the buyer wants
The estimated acceptance amount under this framework contract is approximately €3,000,000 (net) for a period of 60 months. This information shall be used exclusively to inform and guide tenderers and shall not entitle them to a specified minimum acceptance quantity. The actual retrieval of services takes place exclusively as required by the client by means of individual retrievals on the basis of a framework contract. There is no entitlement of the contractor to call on certain quantities or a certain order volume. The maximum total allowable acceptance amount under this contract is limited to € 5,000,000 (net). Upon reaching this maximum limit, the framework contract ends automatically without requiring a separate termination. Further information – in particular on the subject of the service and the existing system infrastructure – can be found in the procurement documents. The documents of the contracting authority/entity available for the submission of tenders contain confidential information which is partly subject to confidentiality. In order to provide this information to tenderers, it is necessary for tenderers to undertake confidentiality in accordance with the agreement contained in the procurement documents. The confidentiality agreement shall be drawn up for this purpose and transmitted to the contracting entity via the allocation platform. Afterwards, the awarding agency will provide you with further documents.

The bidder shall provide the following documents or comparable information to prove his suitability (self-declarations according to the specifications of the awarding authority's form are sufficient): 1. self-declaration about the absence of exclusion grounds in accordance with §§ 123, 124 GWB. Current proof of registration in the professional or commercial register or the handicraft role. Information on whether and in what way the tenderer is economically linked to undertakings or whether and in what way it cooperates with others in a relevant manner in relation to the contract 4. April 2022 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine (Art. 5k EU Regulation No 833/2014) - Russia Sanctions Declaration. Self-declaration according to § 4 Abs. 2 of the Rhineland-Palatinate Provincial Act for the Ensuring of Tariff Compliance and Minimum Remuneration in Public Procurement Tender associations must submit the required proofs, declarations and other information - with the exception of the required references - from all members of the tendering association. Failure to provide evidence of suitability in time may lead to exclusion from the proceedings. If missing documents are requested and the tenderer or the groupings of tenderers submits no or only incomplete documents on request, this may lead to the exclusion of the procedure. However, there is no entitlement to resubmission of documents, in particular, within the framework of equal treatment of all tenderers, the contracting authority may decide not to request any missing documents from any tenderer. The awarding authority also reserves the right to request corresponding certificates from the competent authority in addition to the self-declarations before awarding the contract. If the bidder wishes to use the services of other companies (subcontractors) in fulfilling the order, proof of suitability must also be presented in full by these subcontractors. In addition, the legally binding undertaking must be submitted in accordance with the form provided that these undertakings are available to the tenderer or the group of tenderers as subcontractors.
• Statements regarding the company’s total turnover as well as the turnover of the last 3 completed financial years in the aforementioned service areas and other related or similar services. • Current proof or self-declaration that no insolvency or comparable proceedings have been opened or to be opened (not older than 6 months) • Valid certificate of safety from the tax office (not older than 6 months) • Current proof of liability insurance or equivalent security i.e. at least the project price expected from the perspective of the provider or Declaration to close the contract
Tenderers shall demonstrate that they have extensive experience in the planning, delivery and implementation of storage infrastructures commensurate with the nature, scale and complexity of the tender. In particular: • Reference projects from the last three years (before the expiry of the offer period) in the area of high-availability storage infrastructures (block, NAS and Object/S3), in connection with HPC cluster systems • proven experience with systems from the manufacturer NetApp or technically equivalent solutions if the sample offers are deviated from, • Expertise in the integration of storage solutions into common monitoring and management systems. The above-mentioned experience and expertise must nevertheless be presented corresponding evidence, documents and/or self-declarations. The references shall include the products used. In addition, suitable documents must show that the offered solution: • can be fully integrated into existing monitoring and management systems, • enables continuous operational management without media breaks and • supports standardized operational, monitoring and administration processes. The bidder must demonstrate that sufficient qualified specialists are available, in particular: • certified manufacturer specialists in the field of storage and data management, • specialists for integration and monitoring solutions. • Service bases with a maximum distance of 200 km to Frankfurt am Main and Mainz or comparable assurance of the reaction speed Without prejudice to the eligibility criteria, the following requirements are considered as mandatory minimum requirements. A breach of these requirements leads to the mandatory exclusion of the tender. Full support for Block, File (NAS) and Object (S3-compatible) storage protocols. • Demonstrable integration capability in existing monitoring and management systems of the client (NetApp or comparable, PRTG and Varonis in the NAS area). • Support of data audit and security functionalities based on fPolicy or technically equivalent mechanisms. • Full compatibility with existing data management and backup systems (particularly Commvault). • Suitability of the solution for use in high-performance environments (including AI/HPC workloads in the NVIDIA-DGX environment). • Support of BeeGFS in the Flash Block Level area.
