Economic operators participating in the procurement procedure for this contract are required to pursue a commercial, industrial, or craft activity relevant to the subject matter of the supply. Economic operators established in a Member State of the European Union are required to be registered in one of the professional or trade registers kept in their state of establishment or to satisfy any other requirement set out in Annex XI of Appendix A of Law 4412/2016. In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries that have acceded to the GPA, or in third countries not falling into the previous case that have concluded bilateral or multilateral agreements with the Union on public procurement procedures, they are required to be registered in the corresponding professional or trade registers. Economic operators established in Greece are required to be registered with the Chamber of Crafts, Commerce, or Industry.

Regarding the economic and financial standing for this procurement procedure, economic operators participating in this procurement procedure are required to have an average annual general turnover for the last three (3) financial years prior to the year of the tender, namely for the years 2023, 2024, 2025, or for the financial years in which the economic operator has been operating, if fewer than three, at least equal to 100% of the budget of the contract to be awarded, excluding VAT. In the case of a group of economic operators, the above minimum requirements are met cumulatively by the members of the group.

Regarding technical and professional ability for the present procurement procedure, economic operators are required: "during the last three (3) years (2023, 2024, 2025), to have successfully delivered at least two (2) equivalent ICT projects, with a cumulative budget equal to or greater than 200% of the budget excluding VAT of the procurement to be awarded. An equivalent ICT project is considered a project that includes at least one of the following actions • Smart Pedestrian Crossing System ensuring the safe crossing of pedestrians in the intervention area through automatic recognition of pedestrian presence and automatic illuminated signage of the crossing where feasible or in coordination with traffic lights. • Fleet tracking and management platform with the installation of a modern telematics unit and an in-vehicle screen (in cases where the installation of the screen is feasible / functional) and connection to central management software. • Energy consumption management system in public infrastructure and buildings • Information system for the management and digitization of the operation of the cemetery office. • Daycare management information system (e.g. Nurseries/Daycare Centers, KDAP, etc.) • Vulnerable Social Groups Management Information System (or otherwise Social Service management) • Electronic document repository information system constituting an integrated digital archiving and document management solution with extensive search capabilities using filters. • Electronic payment management system for assessed and unassessed debts based on open standards with the ability to pay debts via debit cards, credit cards, and e-banking • Information system enabling the conduct of online consultations. • Platform aggregating all necessary information of an organization that allows senior administrative and political personnel to monitor the current status, projects, and tasks carried out • Integrated data management and collection platform for all modern city data that collects data and manages operations from individual "smart" applications» • Electronic invoicing information system utilizing web services for receiving invoices, contracting authority registry services, and financial services, as well as sending messages to suppliers. Specifically for actions 12, 13, 18, 30, and 38, economic operators are required to have successfully delivered and maintain in active operation at least 3 MIS projects concerning Local Authority Financial Management and Municipal Revenue Management. These projects may be used to fulfill the requirement of the preceding paragraph. In the case of an association of economic operators, the above minimum requirements are covered cumulatively by the members of the association.

Economic operators for this procurement procedure must comply with: • a quality management system in accordance with ISO 9001:2015 • an information security management system in accordance with ISO 27001:2022 • an environmental management system in accordance with ISO 14001:2015. The contracting authority recognizes equivalent or subsequent certificates issued by bodies accredited by equivalent Accreditation Bodies, including those established in other Member States. It also accepts other evidence of equivalent quality assurance measures, provided that the economic operator concerned was not able to obtain such certificates within the relevant deadlines for reasons not attributable to it, on condition that the economic operator proves that the proposed quality assurance measures meet the required quality assurance standards. In the case of an association of economic operators, the above minimum requirements are met by all members of the association individually.
