RESAH’s €50m imaging maintenance tender leads the week
A service-led healthcare IT week pairs a €50m RESAH maintenance tender with thin bid fields, making qualification and delivery capacity decisive.

RESAH’s €50m tender for maintenance across imaging, ultrasound, endoscopy, nuclear medicine and anaesthesia equipment is the largest disclosed healthcare IT opportunity in the window. It puts service delivery, rather than a new platform rollout, at the centre of the week’s buying pattern.
Support and maintenance produced 20 notices, 124% above its 12-week weekly average of 8.9. System implementation also moved up, with 13 notices and a 21% increase against its 12-week average of 10.8, while hardware supply fell to 6 notices, 61% below its 12-week average of 15.4. Licences and SaaS fell to 2 notices, 49% below the 12-week average of 3.9. Suppliers with installed-base service credentials should treat the RESAH opportunity as evidence of where demand is concentrating, not assume that hardware-led bids will carry the same momentum.
Where this market is going
Healthcare IT’s coverage-neutral share is 2.6%, up 0.39 points. The monthly pattern is lumpy rather than steady: share moved from 1.95% in September to 1.9% in October and 1.76% in November, then rose to 2.71% in December and 4.69% in January. It remained elevated at 4.21% in February, 4.39% in March, 3.74% in April, 4.67% in May and 4.19% in June before falling to 2.96% in July and 2.18% in August.
The current 77 notices should therefore be read as a recovery in share from the August low, not as proof of a sustained expansion. Bid teams should plan for a market that can produce concentrated service opportunities in individual weeks, while preserving capacity for implementation work when the monthly share turns up again.

How hard the competition is
The blended average is 1.5 bids across 14 measured procedures, but country contrast should determine pursuit strategy. Norway averages 3 bids and Germany 2, where differentiation, clinical credibility and technical quality need to do the work. Poland averages 1.5 bids, while Czechia and Spain each average 1. In those thinner fields, qualification, local delivery capacity and the ability to mobilise matter more than price alone.
Single-bid procedures account for 64%, and SMEs represent 72% of bids. The practical winner profile is therefore often a qualified sole supplier rather than a large competitive field. In Czechia and Spain, do not discount an opportunity merely because its published scope looks routine. In Norway and Germany, assume a contest and make the service model, interoperability approach and operational assurance explicit.

What is driving it
There are no regulation citations in these healthcare IT tenders. The momentum indicators instead sit outside this vertical: Poland’s uKSC has 287 tenders in the latest 30 days against 213 in the previous 30 days; DPM 2.0 has 2 against 0; NIS2 has 2 against 4; and DORA has 0 against 1. Those figures are signals for government and financial-services teams, not evidence that hospitals are buying against those rules.
The regulatory calendar is also financial-sector focused. The Solvency II Review requires insurers and supervisors to adapt reporting and risk frameworks, with transposition by 29 January 2027 and application from 30 January 2027. Bank Account Registries and BARIS extend central account-register scope and require interconnection through BARIS by 10 July 2029. That is compliance work with a product component, but it is not a demonstrated product-procurement trigger for this healthcare IT set.

Whose technology is being named
Asseco, Oracle and SAP each appear in 1 notice. The reported percentage delta is unavailable for each, so the usable signal is their position against the 12-week baseline: Asseco is below its weekly average of 1.2, a possible displacement signal; Oracle is above 0.5; and SAP is above 0.3. Oracle and SAP are openings to test account coverage and partner routes, whereas Asseco’s lower-than-baseline appearance merits checking for a lost renewal or an incumbent being challenged.
The data does not attribute Asseco, Oracle or SAP to any of the named largest tenders, including RESAH’s €50m maintenance procurement, so no vendor should be attached to those deals by inference. Repeat activity is clearer at buyer level: Fakultní nemocnice u sv. Anny v Brně has 3 tenders, including development of eHealth services; SYKEHUSINNKJØP HF has 3, including KI-algorithms for digital pathology; and Szpital Uniwersytecki w Krakowie has 2. These are accounts where pursuit teams should map the incumbent service estate before responding to an isolated notice.

Pages the writer read for context while drafting this column. The figures above come from the notices, not from these.
The next bids should be selected by service footprint and delivery eligibility first: the current share recovery is real, but the sharper commercial fact is that thin fields and maintenance-led demand can reward the supplier already able to operate in the buyer’s environment.
Method
Built from 77 public procurement notices published between 2026-09-17 and 2026-09-24, classified into the Healthcare IT vertical. Every figure on this page is computed from those notices; the commentary is written around them. Sources: bzp, doe, ted, prozorro.
