NASES sets a €37.9m networking target
A Slovak network-components buy leads a lumpy rise in networking share, while low bid counts in Germany and Poland change the pursuit playbook.

Národná agentúra pre sieťové a elektronické služby has put a €37.9m network and ICT-components procurement into the market. It is the largest tender in the current list, and it makes Slovakia a target worth treating as a discrete pursuit rather than another small equipment requirement.
The wider notice set contains 166 notices from 151 buyers across 24 countries, with 80 deadlines still open. The immediate opportunity is not evenly distributed: Poland accounts for 52 notices, Ukraine for 36 and Czechia for 18, while the largest disclosed-value contest sits in Slovakia.
Where this market is going
Networking now represents 2.59% of the classified procurement corpus, a coverage-neutral rise of 0.81 percentage points. That is the useful directional signal, not the raw notice count, which is affected by collection coverage.
The monthly pattern is lumpy rather than steady. Share moved from 1.88% in September 2025 to 1.82% in October and 1.72% in November, then rose to 1.99% in December and 2.3% in January 2026. It slipped to 2.2% in February before reaching 2.44% in March, 2.89% in April and 2.87% in May; June fell to 2.44%, followed by 2.81% in both July and August. The present 2.59% therefore looks like a retracement from the summer level, not a smooth expansion. System implementation is the service line moving with the demand, at 31 notices and 25% above its twelve-week average.

How hard the competition is
Country economics should shape the bid team. Czechia records 2.7 bids per tender, Spain 2 and Poland 1.8, while Germany records 1. In Czechia and Spain, assume a more contested technical comparison and make differentiation, architecture and technical quality do the work. In Germany and Poland, the lower bid counts point to a different constraint: qualification, local delivery capacity and credible fulfilment matter more than price alone.
The 37 tenders with measured competition show 32% as single-bid procedures, while SMEs take a 58% share of the measured work. That is a warning against treating thin fields as easy wins: capable smaller suppliers are already converting them. Ministerstvo vnitra is a repeat Czech buyer with 6 tenders, including L3 switches for HZS ČR, so a supplier that can meet the authority's technical and qualification pattern has a reason to build account knowledge before the next requirement.

What is driving it
Poland's Ustawa o krajowym systemie cyberbezpieczeństwa is cited in 1 government networking tender in the current window. The Act establishes the national cybersecurity framework for designated operators and digital service providers, including incident reporting and cooperation with CSIRTs and competent authorities. Its wider citation momentum is 282 tenders in the latest 30 days against 218 in the preceding 30 days. For networking suppliers, that is both product procurement and compliance work: equipment, monitoring and operational support must fit a buyer's incident and security obligations.
The other regulatory signals are quieter: NIS2 records 3 citations in each 30-day period; CBAM records 1 after 0; DORA records 1 after 0; and DPM 2.0 records 1 after 0. Bank Account Registries and BARIS are the longer-range networking watchpoint. Article 16 requires centralised automated account-register or retrieval mechanisms with access for FIUs and supervisors; the calendar points to 10 July 2027 and BARIS interconnection by 10 July 2029. That creates both product procurement and compliance integration work, even though it is not a cited networking framework in this window.

Whose technology is being named
Cisco is the positive vendor signal: it is named in 17 notices across 12 countries, up 31% against a twelve-week average of 13. That is an opening for rivals to identify where Cisco-specific estates, compatibility requirements or incumbent channels are appearing. The sharper displacement signals are Starlink, with 2 notices and a fall of 50%, and Fortinet, with 1 notice and a fall of 50%. Those declines matter because they suggest named-vendor momentum is receding, creating room to challenge specification assumptions rather than merely match them.
Check Point, Palo Alto Networks, Siemens, IBM Cloud and F5 are each named in 1 notice, but no delta is reported for any of them. The payload does not connect vendor mentions to individual tenders, so ProVitako's €9.8m network-components procurement cannot responsibly be assigned to Cisco or another named supplier. Equally, Südwestrundfunk's €2.28m CheckMK licences and services tender is not evidence of a Check Point role. Bid teams should use these vendor signals to target discovery, not to make unsupported incumbent claims.

The biggest tenders
The €62.0m disclosed total and €650k median cover only the 76 notices that published a value in EUR, not the market as a whole. Within that subset, Národná agentúra pre sieťové a elektronické služby leads with €37.9m for network and ICT components. ProVitako Marketing- und Dienstleistungsgesellschaft der Kommunalen IT-Dienstleister e.G. follows with €9.8m for network components; as a central purchasing body for municipal and public IT providers, it is buying for administrative digitalisation demand beyond a single local authority. Iarnród Éireann-Irish Rail is seeking a €3m GSM-R call-monitoring solution, Südwestrundfunk has €2.28m for CheckMK licences and related services, and Serviço de Utilização Comum dos Hospitais has €1.5m for network and security infrastructure modernisation.
