AMA puts its SAP data centre out to tender
AMA’s outsourced SAP data-centre procurement leads a week in which implementation, licences and support all outran their usual notice volumes.

AMA S.p.A. has put a €4,972,980 outsourced data-centre service for its SAP system to market for 60 months. It is the largest tender in this week’s list, and it arrives while system implementation appears in 44 notices, support and maintenance in 43, and licences and SaaS in 26. For suppliers, that is a more useful signal than a generic ERP upgrade: buyers are buying the operating environment, the implementation work and the run service together.
The seven-day window contains 103 ERP and finance notices from 94 buyers across 23 countries. SAP is named in 27 notices, while Italy accounts for several of the largest individual opportunities, including AMA’s data-centre requirement and A.T.E.R. - Comune di Roma’s SAP procurement.
Where this market is going
ERP and finance’s coverage-neutral share is 3.02%, up 0.63 percentage points. The monthly line is lumpy rather than a steady climb: it moved from 2.45% in October 2025 to 2.43% in November and 2.35% in December, then jumped to 2.97% in January 2026 and held at 2.95% in February. It then fell to 2.02% in March, 1.83% in April and 1.7% in May before recovering through 1.95% in June, 2.08% in July, 2.03% in August and 2.31% in September.
That shape matters for account planning. The current share is above the recent monthly run, but the pattern has repeatedly reversed, so this is not evidence of a smooth expansion in demand. The immediate opportunity is in the composition of notices: system implementation is 274% above its 12-week weekly average, licences and SaaS are 243% above, and support and maintenance is 198% above.

How hard the competition is
Country contrast should determine bid effort. France averages 4.5 bids, Spain 2.5, Germany 1.2 and Poland 1. In France, and to a lesser extent Spain, differentiation and technical quality need to carry the case: a compliant SAP or finance-systems response will not be enough. Germany and Poland demand the opposite discipline. With thin fields, qualification, local delivery capacity and the ability to mobilise support are likely to be more decisive constraints than price alone.
The bid figures are measured on 31 awards, and 68% are single-bid outcomes. SMEs account for 44% of bids. That is not a market in which every opportunity should be treated as a price shoot-out: a qualified specialist can still win, but must clear eligibility and delivery tests that may deter competitors before commercial scoring begins.

What is driving it
The regulation watch is mixed. Tender citations for Poland’s uKSC moved from 254 in the previous 30 days to 246 in the latest 30 days; NIS2 moved from 3 to 4; and the EBA/EIOPA Data Point Model 2.0 moved from 0 to 2. CBAM fell from 1 to 0, while DORA also fell from 1 to 0. For finance-system suppliers, DPM 2.0 is the closest direct data-management and reporting lead, whereas NIS2 and DORA more often create compliance work around resilience, controls and operational evidence.
The calendar creates two more specific finance-system triggers. The Solvency II Review requires insurers and supervisors to adapt reporting and risk frameworks, with transposition due on 29 January 2027 and application from 30 January 2027. Bank Account Registries + BARIS requires national mechanisms to identify holders and controllers of covered accounts and assets, applies from 10 July 2027, and is to interconnect through BARIS by 10 July 2029. This is both product procurement and compliance work: reporting, risk and registry data flows need systems change, while governance, controls and migration work will sit around the implementation.
