Single-bid outcomes account for 54%, and SMEs account for 61% of bids, so this is not a market consistently won by large-field price contests. Price is named as the criterion in 35 notices, quality in 9 and cost in 4, with 26 unstated. A bidder entering Poland, Czechia or Spain should make eligibility and credible mobilisation impossible to dismiss; one entering Romania, Bulgaria or Germany needs a sharper clinical and technical case.

The Solvency II Review requires insurers and supervisors to adapt reporting and risk frameworks, with transposition due on 29 January 2027 and application from 30 January 2027. Bank Account Registries and BARIS require centralised mechanisms for specified account and safe-deposit-box information from 10 July 2027, with national mechanisms interconnected through BARIS by 10 July 2029.
