1. The participant must have executed activities (supplies) with a scope identical or similar to those of the contract /three or more/ over the last 3 years from the date of tender submission. *** Activities similar to the subject of the contract shall be understood as activities related to the supply of computer and/or copying and/or office equipment. Declaration: The participant fills in the field "For supply contracts: performance of deliveries of the specified type" of Section C: Technical and professional ability in Part IV: "Selection criteria" of the ESPD. Proof: If necessary, pursuant to Art. 67, para. 5 of the PPA, or upon concluding the contract, pursuant to Art. 112, para. 1 of the PPA, the above requirement is proven by submitting the following documents: - A list of supplies that are identical or similar to the subject of the public procurement, indicating the values, dates, and recipients, along with documents proving the executed delivery. When submitting a tender, participants only fill in the relevant section in the ESPD. In the case of participation by groupings that are not legal entities, compliance with the selection criteria related to professional competence and experience for contract performance, as well as those for registration, presentation of a certificate, or another condition necessary for contract performance under the requirements of a statutory or administrative act, is proven by the respective members of the grouping according to the allocation of their participation in the execution of the activities stipulated in the grouping agreement. Subcontractors must meet the relevant selection criteria according to the type and share of the contract they will perform, and there must be no grounds for their exclusion from the procedure.

2. The participant must have personnel and/or management staff with specific professional competence to perform the contract / trained personnel, at least one service specialist at their service base. Minimum requirement for the service specialist: - Higher education, engineer, major: "Computer or Communication Technologies" or equivalent. Declaration: The participant fills in Section C: Technical and professional ability accordingly, in the field "Educational and professional qualifications" in Part IV: "Selection criteria" of the European Single Procurement Document (ESPD), providing data and information regarding: (1) the names of each of the technical personnel proposed by them; (2) the expert position for which each person is proposed, in accordance with the Contracting Authority's minimum requirements specified above; (3) the professional qualifications of the persons, according to the information contained in the diploma of acquired education held by the respective person - type of education/educational-qualification degree and specialty. Proof: If necessary, pursuant to Art. 67, para. 5 of the PPA, or upon concluding the contract, pursuant to Art. 112, para. 1 of the PPA, the above requirement is proven by submitting the following documents: - A list of the personnel who will perform the contract, and/or the members of the management staff who will be responsible for the performance, along with documents proving the professional competence of the persons. 3. The participant must have implemented a quality management system ISO 9001:2015 or equivalent with a scope similar to the subject matter of the procurement. Declaration: The participant fills in the relevant field of Section D: Quality assurance schemes and environmental management standards in Part IV: "Selection criteria" of the ESPD. Proof: If necessary, pursuant to Art. 67, Para. 5 of the PPA, or upon concluding the contract, pursuant to Art. 112, Para. 1 of the PPA, the above requirement is proven by submitting the following documents: - A certified copy of a quality management certificate with a scope similar to the subject matter of the procurement, issued by independent bodies that are accredited according to the relevant series of European standards by the Executive Agency "Bulgarian Accreditation Service" or by another national accreditation body that is a party to the Multilateral Agreement for mutual recognition of the European co-operation for Accreditation, for the relevant field, or that meet the recognition requirements pursuant to Art. 5a, Para. 2 of the Law on National Accreditation of Conformity Assessment Bodies. The Contracting Authority accepts equivalent certificates issued by bodies established in other Member States. The Contracting Authority also accepts other evidence of equivalent quality assurance measures where the participant had no access to such certificates or had no possibility of obtaining them within the relevant deadlines for reasons beyond its control.
