Economic capacity: A submission of the candidate and, where appropriate, of each contractor, including: - the characteristics of the undertaking: status, legal form, composition of the capital, main shareholders, holdings, representatives engaging the undertaking, total number of employees, dimensions, activities, organization chart; for information an extract K-bis or equivalent - a valid certificate of insurance for the applicant and each contractor; - the overall turnover and turnover for the services covered by the contract, achieved in the last three financial years; - the last three balance sheets and profit and loss accounts of economic operators for which balance sheets are required by law; - Where it belongs to a group, a certificate certifying its commercial autonomy and its competitive position vis-à-vis the other undertakings in the group. If the applicant uses subcontracting, he or she must provide the same information and documents concerning his or her subcontractors. In addition, to justify having the capacity of this subcontractor(s) to perform the contract, it shall provide proof by any appropriate means. The use of subcontracting will be carried out under the provisions of the Public Order Code. The ECA DAST or DC4 form is to be completed for each subcontractor acceptance application. Total subcontracting is prohibited.

Technical Capacity: Each applicant company (the agent and each of the co-contractors in a grouping) must present: - a file of the submission of the undertaking (and of the co-contractors in the event of a grouping) specifying the human and material resources, - a statement indicating the applicant's average annual staff and the size of its supervisory staff for each of the last three years, - the organisation and quality (procedures, quality assurance, certifications or qualifications in the process of validity), - a precise and detailed record of the references (in the last three years) of the undertaking and/or of the establishment likely to intervene, concerning identical or comparable operations, in particular in terms of technicality and issues, The following should be specified: the nature of the project, the date, the place of execution, the references of the client corresponding with his or her postal and telephone contact details and those of the person in charge of the project, a precise description of the responsibilities exercised and the actions carried out by the applicant in the project. If the applicant uses subcontracting, he or she must produce the same documents concerning the subcontractor. In addition, in order to justify having the capacity of this subcontractor to perform the contract, it shall provide proof by any appropriate means.
