What the buyer wants
This IT maintenance service for industrial systems (MISI 3) covers the following areas of activity: 1) Service Centre including: - Ticket management, - CMDB (configuration management database), - ITIL (Information Technology Infrastructure Library) process, - User support and support. 2) Activity and Project Management: - Team Management and Steering, - Activity monitoring (indicators, finance, etc.), - Meeting management, - Document management. 3) Corrective and scalable maintenance of industrial systems (software, hardware and control control): - Access control, - Video surveillance, - Servicing, - Supervision of experimental installations (testing and measuring facilities), - Cable works. 4) Infrastructure management and supervision: - Virtual and physical, - Maintenance in operational condition (MCO) of system and network infrastructure, - Storage and backup solutions. 5) MCOS (Maintenance in Operational Security Condition) and operation of SOC (Security Operation Center) system. 6) Astreint and HNO (Unworked Hours). Indicative volumetricity: - Number of tickets per year: 1 000 which represents about 10,000 technical gestures, - Material park: 2 000 equipment (Operational Technology (OT), Information Technology (IT) and networks), - Number of systems: About 80 industrial systems, - Documentary reference: about 300 technical documents in management, - Current and global distribution of activity is about 35% for automation, 45% for computing and 20% for specific software. All these services will take place during the following hours: time range established from 7am to 8pm following the CEA activities schedule. However, during peaks of activity, changes in the hourly schedule may be requested on an ad hoc basis. The rules for the treatment of different schemes will be detailed in the draft contract (discussed in the "Offers" phase). The contract shall be concluded for a maximum of 7 years and 3 months as follows: - Phase 1: 3-month preparation and management phase, - Phase 2: 7-year operational phase (84 months) comprising 4 firm (48 months) years and 3 optional (12 months each), - Phase 3: Reversibility phase with optional 3-month knowledge transfer. This phase is included in the last full year of the operational phase.
Le CEA/CESTA, dans le cadre de ses activités, souhaite confier des prestations de maintenance corrective, évolutive et perfective pour les logiciels de l'informatique technique industrielle et leurs systèmes de contrôle-commande. Ces prestations incluent l'intégration, la maîtrise, la consolidation, le maintien en condition opérationnelle et sécurisée, ainsi que le développement logiciel et matériel de ces systèmes de contrôle-commande. Le CEA prévoit donc la mise en place d'un accord-cadre pour la réalisation des prestations de maintenance informatique de systèmes industriels du CEA/CESTA y compris ceux du Terrain d'Expérimentations Extérieur (TEE) et de la base d'Ile Longue (ILO) appelé MISI 3. Cet accord s'exécutera dans le cadre d'une mono-attribution pour une durée de 7 ans maximum et sera rémunéré sur la base de forfaits, de bordereaux de prix unitaires, de taux horaires et de coefficients de peines et soins.

ADMINISTRATIVE CAPACITY: Candidate companies must provide in support of their application: - Form DC1 (letter of application and appointment of the representative by its co-contractors) or equivalent, - Form DC2 (Declaration of the individual applicant or member of the group), or equivalent, (Forms are available on the website of the Ministry of Economy, Industry and Employment: http://www.economie.gouv.fr/daj/forms of declaration of diplomat) - Form DC4 (Declaration of subcontracting, in accordance with the applicable rules), - copy of the judgment or judgments delivered if it is in judicial review or in equivalent foreign proceedings, - for information, tax and social regularity certificates, The applicant may apply in the form of a single European market document (DUME), instead of the documents mentioned in Article R 21433 of the Code of Public Order, downloadable at the following address: https://ec.europa.eu/tools/espd/filter?lang=en. The use of total subcontracting of the services covered by the framework agreement is prohibited. The holder must retain a substantial part of the performance of the benefits and cannot outsource all the benefits entrusted to him. Newly created companies are allowed to apply. It is prohibited to combine applications: as an individual candidate and a member of one or more groups including as an agent, as a member of one group and as an agent of another.
ECONOMIC AND FINANCIAL CAPACITY: - The characteristics of the company: status, legal form, composition of capital, main shareholders, holdings, representatives engaging the company, total number of employees, size, activities, organization chart, - an extract Kbis or equivalent, - a valid insurance certificate for the applicant and each co-contractor, - the total turnover and the CA for the services covered by the framework agreement, carried out during the last three years available, - the last three balance sheets and profit and loss accounts of the economic operators for whom balance sheets are required under the law, - where it belongs to a group, a certificate certifying its commercial autonomy and its competitive position vis-à-vis the other undertakings in the group. If the applicant uses subcontracting, he or she must provide the same information and documents concerning his or her subcontractors. In addition, to justify having the capacity of this subcontractor(s) to implement the framework agreement, it shall provide proof by any appropriate means. The candidate will be able to prove his/her ability by any other document considered equivalent by the CEA if he/she is objectively unable to produce any of the requested information relating to his/her financial capacity.
TECHNICAL AND PROFESSIONAL CAPACITY: Selection of candidates will be based on the following criteria: - Mastery of industrial computing, - Mastery of automation, - Mastery of systems and networks infrastructure, - Mastery of services and support to users, - Mastery of industrial cybersecurity, - Mastery of industrial software engineering (measurement, piloting, supervision), - Mastery of project mode activities, - Mastery of load plan management, business planning and document management, - Mastery of system configuration management (material and software), - Ability to demonstrate the actual realization of equivalent services. These criteria will be demonstrated by the files listed below. Each applicant company (the agent and each of the co-contractors in a grouping) must present: - The organization of the group and the industrial assembly for this type of service (technical fields: computer science, automation / CFI-CFS (Weak Courses - Low Security Currents), specific software development), - The human means identifying at a minimum the standard profiles of the participants (qualifications, seniority, authorisations and diplomas), - The quality organisation (procedures, quality assurance, certifications or qualifications being valid) compatible or equivalent to ISO 9001 and ISO 20000, - The company's professional qualifications - The Cybersecurity organization (procedures, security insurance and MOOC ANSSI). - Knowledge and certifications on software and hardware in line with the market (SCADA / software development labview, panorama, PC View, C++, Python, OPC / field networks and physical and virtualized / troubleshooting). Each applicant company (the agent and each of the co-contractors in the framework of a grouping) will have to present: a precise and detailed file of recent service references (less than 3 years) attesting to the technical competence vis-à-vis the scope concerned, and the ability to take over a complex business system and organisation (several dozens of users of different profiles, heterogeneous and complex technical environments...). Particular attention will be paid to the organisational capacities and industrial installations proposed in similar contexts. For each reference the candidate will provide a precise and detailed dossier concerning identical or similar operations, in particular in terms of technicality and issues. In particular, the nature of the project, the purpose of the service, its duration, its amount, the date, the place of execution, the references of the client corresponding with its postal and telephone contact details as well as those of the person in charge of the project, a precise description of the responsibilities exercised and the actions carried out by the applicant in the project. If the applicant uses subcontracting, he or she must produce the same documents concerning the subcontractor. In addition, in order to justify having the capacity of this subcontractor to perform the contract, it shall provide proof by any appropriate means.
