To prove technical and professional ability, please submit a list of at least three suitable references related to the service in question along with the request to participate (applies to Lot 1) or with the tender submission (applies to Lot 2). Present your capacity for the subject matter of the contract and your relevant experience for this based on the references. The following information must be provided for the references: ● Description of the services performed by type and scope, including ● whether the services were provided on the basis of a framework agreement or an individual order, ● whether the service was performed as a main contractor or subcontractor, ● scope of the services provided in billed person-day rates (PT), ● contract value, ● period of service provision, ● indication of the responsible contact point at the contracting entity of the reference with address and contact details. Minimum requirements (Lot 1 and Lot 2) The following minimum requirements apply to the named references: (1) The references must not be older than three years (calculated from the date of the last service provision in the respective reference project to the date of contract notice/publication). (2) The scope of services provided comprises at least 25 billed person-days on the part of the service provider, regardless of whether these were provided on the basis of a framework agreement or multiple individual orders for the same reference client. (3) The reference orders must generally be completed. A reference order that has not been completely finished may be named with a corresponding explanation if its already completed part fulfills the reference requirements. In the case of references that have not yet been completed, the level of performance achieved to date must be stated. The Procurement Agency of the BMI will then decide on the recognition of this reference at its dutiful discretion. Performance stages not yet realized cannot be taken into account. Applying to Lot 1 only: Evaluation of references to limit the number of candidates invited to submit tenders: Suitable references that meet the minimum requirements will be evaluated according to the following scale: 1 point: The service provision includes consulting and support regarding an IPv6 migration at a private sector company or a public authority or other government body with at least 500 employees and includes the migration of the network of the company / authority / government body. 2 points: The service provision includes consulting and support regarding an IPv6 migration at a private sector company with at least 1,000 employees and includes ‒ the IPv6 migration of the company's network and ‒ the IPv6 migration of the software used or hardware used by the company. 3 points: The service provision includes consulting and support regarding an IPv6 migration at a public authority or other government body with at least 1,000 employees and includes the IPv6 migration of the network of the authority / government body and the IPv6 migration of the software used or hardware used by the authority / government body. Lot 1 and Lot 2: For the purpose of demonstrating human capacity, the average number of employees and managers per year in the relevant business area in full-time equivalents (FTE) in the last three financial years with the request to participate (only concerning Lot 1) or with the submission of a tender (only concerning Lot 2). Please submit a self-declaration in the form of a self-created list. The average number of skilled workers in the relevant business unit per financial year must be at least 25 FTEs (related to lot 1) and 29 FTEs (related to lot 2). In the case of bidding associations or the involvement of other companies within the framework of a qualifying loan in accordance with § 47 VgV, a self-declaration in the form of a self-created list must be submitted for each member of the bidding association or for each company granting the qualification, which proves the respective annual values of the last three financial years for each member of the bidding constellation. The sum of the number of employees in enterprises must reach the minimum number. If you are submitting tenders for more than one lot, please note that in the further lot the technical and professional capacity is only given if the minimum requirements for the number of employees for lot 1 and 2 are met. If you are unable to provide the documents for legitimate reasons, please inform the BMI Procurement Office of these reasons in the offer and provide another suitable proof of personnel performance. The Procurement Office of the BMI then decides, at its due discretion, on the recognition of the alternative proof. Asking and teaching another (more suitable) Proof is no longer possible after the end of the participation period (only concerning lot 1) or the closing of the offer (only concerning lot 2) for reasons of procurement law.
