What the buyer wants

The procurement is associated with the following needs and requirements (objectives): Against the backdrop of new strategic and legal frameworks (Brandenburg Tourism Strategy (2023), TMB Corporate Concept (2025), EU Artificial Intelligence Act / AI Regulation, among others) on the one hand, and fundamental developments in the field of digitalization (in particular AI) on the other, TMB intends to procure a new, unified data management system as the foundation for work within the Brandenburg Content Network. At its core, a data management system for all kinds and types of data and content (B2C and B2B) is to be provided, comprising the following components: - Input Management / Maintenance Layer - AI and Service Layer - Output Management / Delivery Layer The intended target architecture is based on market-established, maintainable, and personnel-manageable technologies as well as open standards. To ensure digital sovereignty, proprietary custom developments are deliberately avoided, relying instead on modular, future-proof software structures. A consistent API-first approach is also intended to ensure that individual functional modules can be replaced, expanded, and seamlessly connected to arbitrary third-party systems at any time, independently of vendors. The current separation of POIs and tours (DAMAS), events (TDH), and media (Media Archive) is to be consolidated into a single data management system. This also applies to the content of the B2B portal and the portals of the B2C website framework. This is intended to promote the implementation of a "headless CMS approach", which aims for a complete separation of content and design. In its current form, data management is—due to historical reasons—structured in a centralized manner. Control and coordination of the system lie with TMB. For example, all tenants are created by TMB (including user management, permissions control, contract management, etc.). In the future system, a less hierarchical and flexible system is to be implemented. In this context, the state's eleven travel regions will assume a more central role than before. They are to receive their own instances of the state system in order to independently manage regional editors, for instance. The regional instances are technically completely autonomous systems. Therefore, this is not a classic central multi-tenant system with merely logically separated views of a state-wide dataset. Rather, each instance has its own data storage/database with its own tenant structure. Data exchange is to take place via defined synchronization mechanisms between the independent instances. Database Architecture - As outlined above, central data entry for TMB and the Brandenburg Content Network is distributed across the POI database DAMAS, the events database (TDH), and the media archive. Thus, apart from the geographic information system QGIS, there is no central and generic data storage. The main goal is to operate only a single system for data and content management. This also applies to the currently standalone B2B portal and the portals of the B2C website framework. - At the same time, the architecture is to be decentralized through the implementation of an instance model in order to leverage the benefits of statewide cooperation while also allowing for the individuality of partners, especially the travel regions. This enables a lean standard role and permissions system that can be differentiated within the instances. - Building on the integration of data from the databases described above and the currently separated B2B data, the data model will be further developed. A data model covering all data types will be designed as a statewide standard. - A statewide quality standard will be introduced. - Consolidating all data and content into a uniform data model and technical infrastructure provides the basis for implementing a "headless CMS approach". Die Ausschreibung umfasst folgende Arbeitspakete: Arbeitspaket 1: Feinkonzeption als Vorarbeit zur Umsetzung von Arbeitspaket 2 Dieses Arbeitspaket umfasst die nötigen Feinkonzeptionen für die Bereitstellung und vor allem das Customizing des Datenmanagementsystems. In der Feinkonzeption sind insbesondere folgende Punkte zu bearbeiten: - Gesamtarchitektur (Hard- und Software, Instanzen- und Mandantenmodell) - Datenmodellierung, -auszeichnung und -repräsentation - Rollen- und Rechtesystem, Benutzergruppen - Benutzeroberflächen / UI (Dateneingabe) - Qualitätsstandards und Doublettenprüfung bzw. -konsolidierung - Datensynchronisation zwischen Instanzen sowie Konnektoren beim Import aus externen Datenmanagementsystemen via API - Umsetzung der Complianceanforderungen (Barrierearmut, Datenschutz, Gesetze / Verordnungen (EU KI Act, EmpCo etc.) - Repräsentanz der Daten beim Export im Ausgabemanagement der Daten - Dashboards für das Systemmanagement und das Monitoring (KPIs) - initiale Datenmigration für den Import aus den bestehenden Dateninventaren Arbeitspaket 2: Customizing (Eingabe- und Ausgabemanagement), inkl. Datenmigration, Schulungen und Dokumentation Dieses Arbeitspaket umfasst im Kern die Bereitstellung und vor allem das Customizing des Datenmanagementsystems aufbauend auf Arbeitspaket 1. Dies umfasst die Umsetzung der Standardsettings (Datenmodell, Rollen / Rechte, Oberflächen, API-Management, etc.) und die Einrichtung von 12 Instanzen inkl. Datensynchronisation. Zur Einführung des Systems ist zudem eine Datenmigration aus den Altsystemen sowie zwei Legacy APIs (XML) zur Aufrechterhaltung der Datenflüsse für Schnittstellenkonsumenten zu den bisherigen Datensystemen umzusetzen. Das Arbeitspaket umfasst die Schulung für die TMB (Administratoren und Betreiber regionaler Instanzen), Schulungsunterlagen und eine Dokumentation. Arbeitspaket 3: Betrieb des API-Managements Die API-Infrastruktur soll im Rahmen des Projektes von der historisch gewachsenen Logik der XML-Exporte auf ein modernes API-Management umgestellt werden. Der Auftragnehmer übernimmt den laufenden technischen Betrieb des API-Managements des Datenmanagementsystems und stellt die zuverlässige, sichere und leistungsfähige Bereitstellung der APIs für die anzuschließenden Nutzer sicher. Arbeitspaket 4: Systembetrieb, Hosting, Support Der Auftragnehmer übernimmt den laufenden technischen Betrieb, das Hosting und den technischen Support des Datenmanagementsystems einschließlich der hierfür erforderlichen Systemkomponenten und stellt deren zuverlässige, sichere und leistungsfähige Verfügbarkeit während der Vertragslaufzeit sicher. Hierzu gehört insbesondere die Überwachung der Systemumgebung, Wartung und Aktualisierung der eingesetzten Komponenten sowie die Bearbeitung und Behebung von technischen Störungen. Für den laufenden Systembetrieb und das Hosting aller Komponenten werden die folgenden Leistungen gefordert, die entweder von dem Auftragnehmer direkt oder durch den Auftragnehmer zu beauftragende Dritte zu erbringen sind. In beiden Fällen ist der Auftragnehmer zentraler Ansprechpartner für den Auftraggeber und hat (ggf. gemeinsam mit seinen Subunternehmern bzw. die zu benennenden Dritten) die nachfolgenden Anforderungen sicherzustellen. Arbeitspaket 5: Konzeption und Aufbau / Integration einer Graph-RAG-fähigen Infrastruktur in das Datenmanagementsystem Graph-RAG-fähige Services sind dort notwendig, wo faktenbasierte, kontextsensitive Antworten aus kuratierten Inhalten mit KI-Systemen erzeugt werden sollen, etwa im Tourismusnetzwerk (als landesweites Informationssystem bspw. für Touristinformationen), in Serviceassistenten, Chatbots oder in internen Wissenssystemen. Um hier zukunftsfähig zu werden, wird dieses Arbeitspaket ausgeschrieben.
