What the buyer wants
Subscriptions for existing access software – 125 pcs. A detailed description of the subject of the contract can be found in the Annex to the SWZ. The provisions of the draft contract terms in the public procurement matter supplement the description of the subject of the contract. In order to complete the ESPD (JEDZ), the Economic Operator may use the template constituting an Annex to the SWZ, which is recommended by the Contracting Authority. The ESPD may also be prepared using the tool available on the website: https://espd.uzp.gov.pl/; then, after selecting the option "I am an economic operator", select "Create a response" and fill it out in accordance with the instructions in the ESPD tool. After drafting the ESPD, the document must be saved in PDF format and signed with a qualified electronic signature by persons authorized to represent the entity to which the ESPD pertains. The ESPD must be submitted via the Contracting Authority's Procurement Platform along with the tender. Declarations of entities submitting joint tenders and entities making resources available submitted on the ESPD form should be signed with a qualified electronic signature by each of them to the extent that they confirm the circumstances referred to in Article 57 of the Public Procurement Law Act. The Economic Operator is obliged to complete the ESPD to the following extent – Part: II, III, IV (the Economic Operator completes only Section α; completion of Sections A–D of Part IV is not required) and VI.5. If the Economic Operator uses the certificate referred to in Article 124 of the Public Procurement Law, it completes the ESPD in Part II Section A regarding "information concerning entry in the official list of approved economic operators or holding an equivalent certificate (e.g. under a national (pre)qualification system)". The Economic Operator should provide data enabling: identification of the certificate; determination of the certifying entity; retrieval of the certificate in the database; determination of the scope in which the economic operator intends to use it. Instructions for completing the JEDZ / ESPD form are available on the website: https://www.uzp.gov.pl/__data/assets/pdf_file/0022/54904/Jednolity-Europejski-Dokument-Zamowienia-instrukcja-2022.04.29.pdf. The obligation to submit the ESPD in electronic form bearing a qualified electronic signature in the manner specified above also applies to an ESPD submitted upon request pursuant to Article 128(1) of the Public Procurement Law Act. Communication in the procurement procedure, including the submission of tenders, exchange of information, and transmission of documents or declarations between the Contracting Authority and the Economic Operator, taking into account the exceptions specified in the Public Procurement Law Act, takes place using electronic means of communication. Electronic means of communication are understood as electronic means of communication defined in the Act of 18 July 2002 on the provision of services by electronic means. The tender, the declaration referred to in Article 125(1) of the Public Procurement Law, subjective means of proof, and powers of attorney are drawn up in electronic form, in commonly available data formats, in particular in .txt, .rtf, .pdf, .doc, .docx, .odt formats. Economic Operators convey notices, declarations, applications, or information via the Platform, available at: /rejestracja/ustawowe.html. Use of the Procurement Platform is free of charge. Permitted web browsers: Internet Explorer 10 and newer, Edge, Google Chrome, Mozilla Firefox, Opera. Other technical requirements: Internet access; browser support for XMLHttpRequest – ajax protocol; JavaScript enabled; recommended Internet connection speed above 500 KB/s; Acrobat Reader installed; Java runtime environment installed - Java SE Runtime Environment 6 Update 24 or newer.
