DESIGN, DEVELOPMENT, IMPLEMENTATION, WARRANTY MAINTENANCE OF A NEW CORPORATE WEBSITE OF DP BST AND CONTENT MIGRATION

For the last 3 (three) completed financial years, participants should have achieved a minimum total turnover calculated on the basis of annual turnover. Information may also cover a shorter period depending on the date on which the participant has been set up or started operations. Minimum level required: For the last 3 (three) completed financial years, participants should have achieved a minimum total turnover of not less than EUR 480 000, 00. "Annual total turnover' means the sum of net sales revenue within the meaning of the Accounting Act. To demonstrate compliance with the requirement:

• At the tender stage, the participants shall declare their compliance with the requirement by filling in the required information in Section B.2a of Part IV of the EEDOP. For a foreign participant, the turnover shall be calculated at the official rate of BNB for the currency in euro at the date of submission of the tender. In the case of participation of a non-legal entity, the requirement applies to the merger in general.
• The contracting authority will apply Art. 67, Paragraph 9 of the Act.
• At the conclusion of a contract, the participant selected as a contractor should provide proof of the EEDOP, namely: annual financial statements or components thereof, where their publication is required under the law of the country in which the participant is established and/or reference to the total turnover. Where for good reason a participant is unable to submit the documents requested by the contracting authority, it may prove its economic and financial situation by means of any other document which the contracting entity considers appropriate.

For the last 3 (three) completed financial years, participants should have achieved a minimum turnover in the area covered by the contract calculated on the basis of annual turnovers. Information may also cover a shorter period depending on the date on which the participant has been set up or started operations. Minimum level required: For the last 3 (three) completed financial years, participants should have achieved a minimum turnover in the area of the scope of the contract of not less than 240 000,00 euro. For the purposes of point (b) of the first subparagraph of Article 4 (1) of Directive 2014/65/EU, the following definitions shall apply: To demonstrate compliance with the requirement:

• At the tender stage, the participants shall declare their compliance with the requirement by filling in the required information in Section B.2a of Part IV of the EEDOP. For a foreign participant, the turnover shall be calculated at the official rate of BNB for the currency in euro at the date of submission of the tender. Where for good reason a participant is unable to submit the documents requested by the contracting authority, it may prove its economic and financial situation by means of any other document which the contracting entity considers appropriate.

For the last three years from the date of submission of the offer, the participant has completed at least 3 activities with an object identical to or similar to the subject-matter of the contract. Similar activities: analysis, design, development, implementation and/or upgrade of a web-based information system/internet portal/web application including integration through API and at least one of the following characteristics:

• Development of user profiles and/or authentication;
• Electronic payments - VPOS;
• Content management system;
• Integration with external information systems. Upon submission of the tender, the participant shall declare compliance with the requirement by completing Part IV Under the conditions of Art. 67, para 5 The TPO participant shall provide a list of services identical to or similar to the subject-matter of the contract implemented in the last three years from the date of submission of the tender containing the values, dates and recipients, together with documents demonstrating the service performed.

Key expert team The participant must have at least the following team of key experts: Expert Number Minimum professional experience Qualification / certificate

1. Project Manager 1 Minimum of 3 years of experience in IT project management; participation as a project manager in at least one project involving the development/upgrading and implementation of a web-based information system. Must hold a valid certificate of successfully passing an examination in the field of project management - PRINCE2 Practitioner, PMP, PMI-ACP, IPMA, or equivalent.
2. Software Architect 1 Minimum of 3 years of experience in designing the architecture of software or web-based systems; participation in at least one system with frontend/backend separation and API integration. Must hold a valid certificate of successfully passing an examination in the field of software architecture - TOGAF Enterprise Architecture Practitioner or equivalent.
3. Web-based Information Systems Developer 2 Minimum of 3 years of experience in web application development; practical experience with JavaScript/TypeScript and a modern front-end library/framework. At least one of the experts must hold a certificate(s) or training certificate(s) of successfully completed training with an assessment/exam conducted in the field of web-based application development, including front-end development technologies such as JavaScript, TypeScript, ReactJS, or equivalent.
4. Database Expert 1 Minimum of 3 years of experience in developing server-side logic and/or APIs/Web Services; participation in integrating a web application with external systems and databases. Must hold a professional certificate or training certificate with assessment or examination in the field of solution development, APIs, or databases – or equivalent.
5. System Architect - DevOps 1 Minimum of 3 years of professional experience in activities related to the deployment, configuration, administration, and/or operation of web-based applications and runtime environments for them, including containerized and/or cloud environments. Must hold a valid professional certificate obtained after successfully passing an exam certifying competence in the administration and management of container platforms and/or platforms for running cloud applications, for example Red Hat Certified System Administrator in OpenShift or equivalent
6. Quality Assurance Expert 2 Minimum of 3 years of experience in software testing; participation in automated and/or dynamic testing of web applications. Must hold a valid professional certificate obtained after successfully passing the Certified Tester Foundation Level (CTFL) exam, with valid certificates from previous versions or equivalent being accepted.
7. Cybersecurity Expert 2 Minimum of 3 years of experience in information/application security; participation in the assessment, testing, or protection of web applications, vulnerability management, authentication, access control, and data protection. At least one of the experts must hold a certificate(s) or training certificate(s) of successfully completed training with an assessment/exam conducted: CompTIA Security+, ISC2 Certified in Cybersecurity (CC), or other equivalent certificate in the field of information/application security.
8. Business Analyst 2 Participation as a business analyst in at least one activity involving the analysis, development, implementation, and/or upgrading of a web-based information system. At least one of the experts must hold a certificate(s) or training certificate(s) of successfully completed training with an assessment/exam conducted: PMI-PBA, CBAP, BCS International Diploma in Business Analysis, or equivalent.Participants shall declare their compliance with the set selection criterion by filling in the information in Part IV: "Selection criteria", Section "C" – "Technical and professional ability" of the ESPD, pursuant to Art. 64, para. 1, item 6 of the PPA.
