This dynamic purchasing system (DHJ) targets remote control and management of waterway security equipment. The subject of the DHJ is described in more detail in the invitation to participate and its annexes. The fairway agency is mainly responsible for maintaining the Finnish waterway network. The total number of coastal lanes operated by the fairway agency is about 8 200 km and the total number of inland waterways is around 8 000 km, or 16 200 km. Of these, there are about 4 100 km of commercial shipping routes. The fairway agency manages waterways which are divided into fairway classes 1-6. There are approximately 25,500 waterway security devices available. Passage management is the management of security equipment, which focuses on periodic inspections, service visits and bug repair. Defections are mostly light failures of illuminated safety devices and breakdowns and displacement of floating safety devices. The failure or displacement of remotely controlled safety devices is known in real time, reducing fault times and improving safety. By monitoring the state of the safety device, problems can be anticipated, timing maintenance procedures correctly and possibly even preventing failure. Visibility of remotely controlled safety devices will be improved when the light intensity can be adjusted according to the conditions (fog, snowfall, backlight, etc.) Remote surveillance is mainly used with illuminated security devices on the main routes of commercial shipping. The total number of illuminated safety devices in fairway class 1 is approximately 1500, of which there are nearly 1000 floating devices. There are about 2050 remotely controlled safety devices, of which 160 are controlled.
