Framework agreement on the provision of consultancy and consultancy services - preparation of the PPP project

The purpose of the procurement procedure is to conclude a framework agreement under Section 131 of the Act with one supplier. The performance of contracts awarded under the framework agreement shall be subject to the provision of consultancy and advisory services for the purposes of the contracting authority. The subject matter of the performance of contracts awarded under the framework agreement is defined in the draft framework agreement (annex to the procurement documents). The subject of the performance of public contracts awarded under the Framework Agreement is the provision of qualified services in the preparation of the PPP project Reconstruction, modernisation and operation of public lighting in Pilsen. This includes the provision of consultancy and consultancy services in the field of project management, the provision of quality management consultations, economic advice and other advisory services. The services provided will include, in particular, the availability of personnel capacities for the preparation of PPP projects available to the contracting entities, in particular: (a) the preparation of documentation for the implementation of the PPP project, including proposals, modifications and / or opponents of the PPP project; (b) the management of projects and programmes and the provision of organisational, management and administrative services related thereto, including support for the coordination of suppliers; (c) quality management, risk management and independent supervision and audit of the contracting authority's projects and the provision of support for project management and service management; (d) the provision of services related to the management of PPP projects and the quality control of PPP services; (f) the provision of other professional and consulting services in the field of PPP. The provision of the Services will be made on the basis of a primary order issued without undue delay after the entry into force of the Framework Agreement. In particular important activities it will be possible to order separate orders based on the specific requirements of the contracting authority with a specific specification of the execution dates, through sub-contracts concluded on the basis of written calls from the contracting authority.
