Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established. Documentation requirements: Norwegian companies: Company Registration Certificate

Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

The tenderer must have the financial capacity to carry out the assignment/contract.

Requirements are to be considered fulfilled if the tenderer is at least credit worthy. Documentation requirements: Credit evaluation/rating, not older than one year, and which is based on the last known fiscal figures.

The Contracting Authority reserves the right to obtain further credit rating or other financial information (annual accounts including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures).

Tenderers shall have relevant experience from the delivery and implementation of TMS and/or KAV systems for public contracting authorities. Documentation requirements: Short description of the most important relevant deliveries in the last three years, including information on the contracting authority, date, contract value, scope and content of the delivery.

Tenderers shall have a well-functioning management system for information security based on ISO 27001 or equivalently recognised standards. The management system shall include the parts of the entity that are relevant for the delivery. Documentation requirements: Valid certificate for ISO 27001:2022 or equivalent. If a tenderer is not certified, the tenderer shall document that the company has a management system for information security based on equivalent principles and that includes the delivery, for example, through a description of the management system, table of contents and documentation of completed audits or checks.
