HBK system - Rating calculator

The purpose of this above-threshold public contract for services awarded in an open procedure according to § 56 et seq. of the Public Procurement Act is to conclude (i) a contract for the implementation of application(s) focused on supporting financial risk management for the needs of Risk Tools, the HBK System – Rating Calculator (‘HBK System – Rating Calculator’; ‘Implementation Contract’) and (ii) a follow-up contract for the maintenance, support, and development of the HBK System – Rating Calculator (‘Service Contract’; collectively referred to as ‘Contracts’ or ‘Contract Documentation’). The subject of the public contract is the supply and implementation of a new application or applications focused on supporting risk management tools, and the provision of related services, specifically: - supply and implementation of the HBK System – Rating Calculator; - development of Rating Models according to the Client’s requirements; - independent validation of developed Rating Models; - services leading to the successful implementation of the HBK System – Rating Calculator in the Client’s environment; - ensuring long-term support and maintenance and minor development for a period of 10 years from the implementation of the HBK System – Rating Calculator. The subject of the public contract will be realized on the basis of the Contracts with a single supplier whose offer will be evaluated as the most economically advantageous based on the evaluation of bids. The Rating Calculator is a technological solution, i.e., a system/application or functional component that uses a Rating Model to systematically assess entities. A Rating Model is a systematic tool used to assess the creditworthiness of a client. The aim of executing the public contract is to simplify processes, utilize modern technologies and approaches, and enhance the flexibility of the HBK System – Rating Calculator in line with the Client’s premises. The Client emphasizes that through this Public Contract, it is seeking a supplier who will provide it with a complete solution, i.e., who will not only supply and implement the HBK System – Rating Calculator (and ensure its support and maintenance) but will also create individual Rating Models according to the Client's requirements and ensure their independent validation. The Rating Models will be newly created in the HBK System – Rating Calculator with limited use of historical client data from the Bank. The know-how for creating and implementing Rating Models is not available to the Client, and therefore the chosen supplier cannot expect above-standard cooperation from the Client in this area. The Client can provide the selected supplier with a limited range of data, but is unable to provide the extent of data on which the Rating Model could be calibrated. The subject of the public contract includes the supply, implementation, maintenance, development, and support of the HBK System – Rating Calculator (including the development and validation of Rating Models), the detailed specifications and components of which are described in the annexes to the Contracts. The fulfillment will be divided into two Contracts, namely (i) the Implementation Contract and (ii) the Service Contract. Under the Service Contract, servicing, maintenance, support, and minor development of the System will take place. A closer specification of the subject of the public contract is regulated in other parts of the procurement documentation, particularly in the binding proposals of the Contract Documentation – Annexes No. 6 and 7 of the Procurement Documentation, and the Technical Specification of the Public Contract – Annex No. 8.
