Implementation of eServices in Sompolno Municipality

1. The subject of the contract is the implementation of e-Services in the Sompolno Municipality. 2. The contract includes, in particular, the following tasks: 1) Implementation of systems enabling the use of public e-services a. Domain-specific GIS system – Road Infrastructure Management - creation of a road record program including e-application handling b. Domain-specific GIS system – Spatial Planning and Municipal Geoportal - Purchase and implementation of a spatial management program along with the digitization of valid planning documents c. Purchase and implementation of an electronic document management system with an e-services portal d. Client portal including the development and launch of e-services e. Purchase and implementation of an electronic client service system, modernization of domain-specific systems and communication broker - communication of domain programs with document workflow along with a document repository f. Purchase and implementation of a program for handling public procurement procedures. As a result of the implementation of this project, 15 new (currently unavailable) e-services will be implemented, including 10 at maturity level 4 and 5 at maturity level 5: 1. Downloading procurement documents and submitting tenders – maturity level 4, 2. Electronic handling of real estate tax for natural persons - maturity level 4, 3. Electronic handling of real estate tax for legal persons - maturity level 4, 4. Electronic handling of agricultural tax for natural persons - maturity level 4, 5. Electronic handling of tax on means of transport - maturity level 4, 6. Electronic handling of obligations concerning municipal waste management - maturity level 5, 7. Submitting an application for an extract and zoning map excerpt from the Local Spatial Development Plan (MPZP) - maturity level 4, 8. Submitting an application for a certificate of plot designation in the MPZP - maturity level 4, 9. Application for an excerpt and zoning map excerpt from the study / General Municipal Plan (POG) - maturity level 4, 10. Application for a certificate from the study / POG - maturity level 4, 11. Application for determining the house/address number of a building - maturity level 4, 12. Application for a permit for the location/reconstruction of a driveway/exit - maturity level 5, 13. Application for a decision on the route location of a planned cable connection – maturity level 5, 14. Application for a decision on temporary occupation of a road lane – maturity level 5, 15. Application for a decision on placing equipment in a road lane - maturity level 5. 2) Training for system users and cybersecurity training 3) Delivery of an information kiosk. 3. The subject of the contract must be implemented for all users, in particular taking into account accessibility requirements for persons with disabilities. 4. Subject-matter means of proof 1) In order to confirm the compliance of the offered products with the Contracting Authority's requirements to the extent indicated in the description of the subject of the contract, pursuant to Article 106(1) in conjunction with Article 107(1) of the Public Procurement Law (PZP), the Contracting Authority requires the submission, along with the tender, of subject-matter means of proof confirming compliance of the solutions offered by the Economic Operator with the Contracting Authority's requirements, i.e. a delivered software sample. 2) The sample constitutes a subject-matter means of proof serving to confirm the compliance of the offered solution with the requirements of the Technical Specification (OPZ).
