What the buyer wants
The subject of the contract to be awarded consists of providing and performing the services of developing and implementing an "INTEGRATED OPERATIONAL MONITORING INFORMATION SYSTEM" that will ensure long-term overall sustainability of the company in terms of availability and mobility of personnel, in terms of ensuring logistical support and implicitly in terms of costs, within the agreed period and in accordance with the obligations assumed by the contract, with the following main components: 1. GIS Component, which will allow management and analysis of spatial data concerning the entire water production infrastructure and water networks (intakes, supplies, transport networks, etc.) 2. SCADA Component - modernization and improvement of the system 3. Integrated IoT information system and digitization Component Smart measurement, consisting of a number of new flow meters equipped with IoT communication modules, which will create a unified monitoring system of water networks b Digital platform component for collecting data from flow meters and managing information from flow meters (MDC – Meter Data Collection) c Digital platform component for storing and analyzing data from flow meters, as well as for overall management of the flow meter park (MDM – Meter Data Management) The overall objective of the project is to optimize the operation and monitoring of infrastructure, detect losses or defects in topology or execution of networks by: - installing an effective metering and monitoring system; - implementing an integrated information system for the management of infrastructure and water losses, which provides specific solutions for the management of water supply and distribution; - a system that integrates existing systems and ensures the foundation for future developments, creating the foundation of the smart water network. Achieving this objective will ensure the efficiency and sustainability of investments in the water sector and will allow for faster decisions to improve service quality, maintaining key parameters (pressure, flow, quality) at a high level, but also customer satisfaction regarding operability. The proposed Information System to be acquired will be a completely new platform, common for user groups and target activities, with a core of databases and operating systems compatible with the existing SCADA system, for integration and interoperability. It will be a unified construction, but with user rights structured on distinct customized modules. These modules are distinct software applications, customized for user groups, which allow both editing data from the field and adding files such as images, PDFs, or videos in the common database/storage system, as well as accessing all technical, telemetry, SCADA and geo-spatial (GIS) information. The software modules will be web-type with GPRS-GSM data transmission, but will allow editing and access to all data from GIS projects or without map components and in the absence of GSM signal, in deficit areas with subsequent automatic or semi-automatic synchronization. Applications will be secured for each device through a password and username and can operate on the implemented project locally and offline on the installed module, as well as through WEB/online. The network-type interconnection of user groups, required for communicating relevant data and information between the organizational structures involved in target activities, will be realized at the server level through the common database. The detailed description of the requested activities can be found in the specifications. The contract execution duration is a maximum of 12 months from the order to start services, broken down into phases/contractual stages according to the "Product delivery and service provision plan."
Obiectul contractului ce urmează a fi atribuit constă în furnizarea si prestarea serviciilor de dezvoltare si implementare a unui ”SISTEM INFORMATIC INTEGRAT DE MONITORIZARE OPERAȚIONALĂ” care va putea asigura pe termen lung sustenabilitatea generală a companiei din punct de vedere al disponibilității și mobilității de personal, din perspectiva asigurării suportului logistic și implicit din punct de vedere al costurilor, în perioada convenită şi în conformitate cu obligaţiile asumate prin contract, cu urmatoarele componente principale: 1. Componenta GIS, care va permite gestionarea si analiza datelor spațiale care privesc întreaga infrastructura de producere ape si retele de apa (captări, aducțiuni, retele de transport, etc) 2. Componenta SCADA - modernizarea si îmbunătățirea sistemului 3. Componenta de sistem informatic integrat IoT si digitalizare a Componenta de măsurare inteligentă, formată dintr-un numar de debitmetre noi echipate cu modul de comunicație de tip IoT, care vor crea un sistem unitar de monitorizare a rețelelor de apa b Componenta de platformă digitală pentru colectarea datelor de la debitmetre si managementul informațiilor de la debitmetre (MDC – Meter Data Collection) C Componenta de platformă digitală pentru stocarea și analiza datelor de la debitmetre, precum și pentru managementul general al parcului de debitmetre (MDM – Meter Data Management) Obiectivul general al proiectului este acela de optimizare a operării și monitorizării infrastructurii, detectare a pierderilor sau a defectelor de topologie sau de execuție a rețelelor prin: instalarea unui sistem de contorizare și monitorizare eficient; implementarea unui sistem informatic integrat pentru managementul infrastructurii și al pierderilor de apă, care oferă solutii specifice pentru managementul alimentării și distribuției apei; un sistem ce integrează sistemele existente si asigura fundația pentru dezvoltări ulterioare, creând fundația rețelei inteligente de apă. Îndeplinirea acestui obiectiv va asigura eficientizarea și sustenabilitatea investițiilor în sectorul de apă și va permite accelerarea deciziilor pentru îmbunătățirea calității serviciului, menținând parametrii principali (presiune, debit, calitate) la un nivel ridicat, dar și satisfacția clientului în privința operativității.Sistemul Informatic propus a fi achiziționat va fi o platformă complet nouă, comună pentru grupurile de utilizatori și activitățile țintă, cu un nucleu de baze de date și sisteme de operare compatibile și cu sistemul SCADA existent, pentru integrare și interoperabilitate. Va fi o construcție unitară, dar cu drepturi de utilizator structurat pe module personalizate distincte. Aceste module sunt aplicații software distincte, personalizate, pe grupuri de utilizatori, care permit atât editarea de date din teren, precum și adăugarea de fișiere gen imagini, pdf-uri sau video-uri în baza de date/sistemul de stocare comune, cât și accesul utilizatorilor la toate informațiile tehnice, de telemetrie, SCADA și geospațiale (GIS). Modulele software vor fi de tipul web cu transmisie de date GPRS-GSM, dar vor permite editarea și accesul la toate datele proiectelor GIS sau fără componente de hartă și în absența semnalului GSM, pe zonele deficitare cu sincronizare automată sau semi-automată ulterioară.Aplicațiile vor fi securizate pentru fiecare dispozitiv prin parolă și nume de utilizator și vor putea funcționa pe proiectul implementat local și offline pe modulul instalat, cât și prin WEB/online. Operatorii economici vor putea solicita clarificări sau informații suplimentare în legătura cu documentația de atribuire cu 19 zile înainte de data limită de depunere a ofertelor. By requiring economic operators to submit documents proving the form of registration, the contracting entity wishes to obtain confirmation that each tenderer is legally constituted, is not in any of the situations of annulment of its constitution, and that it has, legally, the professional capacity to perform the activities covered by the contract.
The average of the annual turnover over the last 3 financial years (2023, 2024, 2025) must be greater or equal to 24000,000,00 lei (or equivalent). How to demonstrate compliance with the requirement: In order to meet the requirement, the DUAE shall, as preliminary evidence, be submitted by the tenderer / candidate and third party, as appropriate, with relevant information, in accordance with Article 202- 204 of Law no. 99 / 2016. The supporting documents proving the fulfilment of those assumed by the completion of the DUAE shall be submitted, at the request of the contracting entity, only by the highest bidder. These documents are: - Financial statements for the years 2023, 2024, 2025, targeted and registered by the competent bodies or any equivalent document resulting from turnover (eg. Financial audit reports prepared by specialized entities, or verification balances undertaken by the economic operator, if the situations related to the financial year ended have not yet been completed according to the provisions of the relevant legislation). If several economic operators participate jointly in the award procedure, the fulfilment of the criteria regarding the economic and financial situation shall be demonstrated by taking into account the resources of all members of the group. Each economic operator (sole bidder / associate bidder) will complete the corresponding fields of the DUAE on economic and financial capacity. If several economic operators participate jointly in the award procedure, the forms and documents requested above shall be submitted by each member of the group. Third Supporter: The economic operator (third party / third party financial supporter) will complete the corresponding information from the DUAE document. The supporting third party must not be in the situation provided for in Articles 177, 178 and 180 of Law 99 / 2016, subject to the exclusion from the award procedure. The supporting documents proving the fulfilment of those assumed by the completion of the DUAE shall be submitted, at the request of the contracting entity, only by the highest bidder. The economic operator shall present with the tender - the firm commitment of the supporting third party, completed in accordance with Form No 7 - Strong commitment to the economic and financial support of the tenderer. The third party's undertaking and / or subcontracting agreement will be annexed to the DUAE. With the support commitment, the tenderer has the obligation to submit documents submitted to him by the supporting third parties, resulting in the way in which the supporting third parties (i) will ensure the fulfilment of their own support commitment, which will be attached to that commitment. If the tenderer demonstrates his economic and financial situation by invoking and supporting one or more third parties, then the tenderer is required to prove to the contracting entity that he has taken all the necessary measures to have access to the necessary resources at any time, presenting a commitment to this effect from the third party / third parties. According to art. 198 of Law no. 99 / 2016, the economic operator of the supporting third party / third party will be jointly responsible for the execution of the sectoral contract. By firm commitment, the third party / third parties will / will confirm that they will / will support the tenderer in fulfilling the contractual obligations, either by specifying how they / will actually intervene in order to fulfil those obligations for which they have provided support, or by indicating the financial resources they will make available to the tenderer (describing how they will do so).

The tenderer must provide proof that during the last 3 years, completed at the deadline set for the submission of tenders, that he has provided equipment and provided similar services for integration, commissioning and testing of GIS / SCADA / IoT systems, with a cumulative total value, excluding VAT, of at least 12,000,000 lei (or equivalent) at the level of maximum 2 contracts (including the value of related services, installation, commissioning and testing and the price of equipment). "Similar products / services" means: SCADA systems with application in the management of infrastructure / networks of any type of utilities and / or software development services that have contained the GIS component (geographic infomational system) and / or integrated IT system IoT and digitisation. The term "supplied equipment and services carried out" means: a. equipment / services partially received, provided that the specific activities representing similar experience allow the development of a delivery that can be used by the beneficiary as an independent result; b. equipment / services received at the end of the supply, the end of the provision not involving the expiry of the guarantee period; Method of delivery: Economic operators (bidders / tenderers) will complete the relevant fields of the DUAE regarding technical and professional capacity. From the information presented in the DUAE must repeat at least the following: Beneficiary Final name and contact details, Provider name, contract identification data (title, number, date), value equipment provided / services provided by the economic operator (lei without VAT), role in the contract (single contractor / lead contractor / associate contractor / subcontractor), purpose (type) of equipment provided / services provided by the economic operator, period of provision of equipment / provision of services (starting and finalising data), place of supply of equipment / provision of services, date of identification of the document attesting the completion of the equipment / provision of services. The supporting documents proving the fulfilment of those assumed by the completion of the DUAE shall be submitted, at the request of the Contracting Entity, only by the tenderer ranked 1st after applying the award criterion to the admissible tenders. The supporting documents will consist of documents representing good performance certifications for those equipment / services that the tenderer considers that the Contract Entity must take into account for the assessment of the fulfilment of the requirement. The documents will be issued or countersigned by the final beneficiary (contracting authority or private client). The documents by which the economic operator can meet the requirement are the following, not limited to them, the enumeration is not cumulative: copies of relevant parts of the contracts they have performed, minutes of receipt stating that the equipment has been delivered / services have been provided in accordance with the legal rules in the field and that they have been completed and / or other documents (certificates / documents issued by beneficiaries, recommendations, good performance certifications) from which at least the following information must be repeated: Beneficiary Final and contact details; name Provider / Provider; contract identification (title, date); contract value and equipment provided / service obtained at the end of the service; provision period of the service; a. in the contract (single contractor / lead contractor / associate contractor / subcontractor), purpose (type) of equipment provided / services provided by the op.
