What the buyer wants

In the application for participation, the applicant must provide information on the total turnover of his company and the turnover of his company with comparable services - in each of the last five completed financial years. The turnover of the applicant with comparable services must have been at least EUR 13,000,000 in each of these five financial years. The companies must enter the turnover data in the "suitability" form. The issuing body reserves the right to verify the accuracy of this information by providing appropriate evidence. For candidate groups, the contracting authority shall add the turnover of the members of the candidate group to determine whether the minimum requirement is met. The same applies in the case of a suitability loan in the area of "turnover". A qualifying loan is only admissible under this qualifying criterion if the qualifying grantor, together with the candidate or the candidate community, is liable to the PEG for the performance of the contract to the extent described in Section 3 of the Commitments of the qualifying grantor (joining the debt). For this purpose, the corresponding declaration must be ticked in the form "Declaration of Eligibility Lender".
At the latest when the contract is awarded, the applicant must have an occupational liability insurance with at least the following coverage: EUR 10 million for personal, property and environmental damage together, per claim; EUR 5 million for financial loss, per claim. Both covers require a double annual maximisation. The coverage per insurance year is thus at least 20 million. EUR for personal, material and environmental damage together and at least EUR 10 million; EUR for damage to property. To prove compliance with this suitability requirement, the "suitability" form is sufficient. The issuing body reserves the right to verify the accuracy of this information by providing appropriate evidence. In the case of candidate communities, it is sufficient if at least one member of the candidate community meets this requirement. A qualifying loan is only admissible under this qualifying criterion if the qualifying grantor together with the applicant or the candidate community is liable to the PEG for the performance of the contract to the extent described in Section 3 of the commitments grantor (debt joining). For this purpose, the corresponding declaration must be ticked in the form "Declaration of Eligibility Lender".
Minimum capital level (minimum requirements) The applicant must have a balance sheet equity of at least EUR 10,000,000. Relevant is the accounting equity in the separate financial statements of the entity meeting the requirement. The reference date shall be the balance sheet date of the last annual financial statements validated at the end of the period for participation. To prove compliance with this suitability requirement, the "suitability" form is sufficient. The issuing body reserves the right to verify the accuracy of this information by providing appropriate evidence. In the case of candidate communities, it is sufficient if at least one member of the candidate community meets this requirement. A qualifying loan is only admissible under this qualifying criterion if the qualifying grantor together with the applicant or the candidate community is liable to the PEG for the performance of the contract to the extent described in Section 3 of the commitments grantor (debt joining). At least 10 years of activity (minimum requirements) The applicant must have worked for at least 10 years in the business field "Development and operation of IT platforms for the energy industry". To prove the 10-year activity in this business field, the corresponding confirmation in the form "suitability" is sufficient. The issuing body reserves the right to verify the accuracy of this information by providing appropriate evidence.
The services to be provided in the operational and support phase shall be certified in accordance with ISO/IEC 27001 or an equivalent certificate from accredited bodies from other countries. The proof shall relate to the undertaking that will actually provide the services in the operational and support phase and shall cover the contract-relevant service areas. The eligibility loan according to Ziff. 13 remains possible. The supporting documents shall in principle be submitted together with the request to participate in a copy and, where appropriate, with translation. If this is not possible, a self-declaration must be submitted with the request to participate. It shall state the undertaking concerned, the scope covered, the intended demonstration, the current status and the reason for the not yet possible submission. The self-declaration shall contain a firm undertaking to provide the full proof at the latest by the deadline for the submission of tenders. The information must be provided in the "suitability" form. The request for participation shall be accompanied by a copy of the certificates or equivalent evidence; if the above exception is used, the self-declaration and follow-up rules shall apply.
IT infrastructure in the EU or the EEA (minimum requirements) The candidate shall provide information on the existing and planned IT infrastructure for the implementation of the contract in the event of a successful contract. This must show that the IT infrastructure required for the advertised IT platform (e.g. data center) is located in the European Union (EU) or the European Economic Area (EEA) and that data is exclusively hosted there. The information on the IT infrastructure must be entered in the "suitability" form. In addition, the applicant must attach to the application for participation a description of the existing IT infrastructure to be used. This additional description and annexes should not exceed three pages.
References (minimum requirements) The applicant shall demonstrate at least three reference projects which shall meet the following requirements: at least one reference shall include the development or substantial development of an energy IT platform. As a reference, completed or ongoing projects can be named. For ongoing projects, the services already provided by the deadline for participation shall be presented; they must demonstrate the required development or substantial further development. At least one reference shall include the successful migration of energy management and movement data from one or more existing systems to a new target system. The services provided must include the data transfer, the required allocation and transformation as well as the validation of the migrated data. The migrated data must be successfully used productively in the target system. The performance period of the reference project is not older than three years (from the date of the deadline for participation). At least one reference must include the productive operation and continuous development of an IT platform for the energy industry. The services provided shall include technical and application operations, including monitoring, troubleshooting and maintenance, as well as ongoing functional and technical development of the platform. The applicant must present his scope of services and his responsibility for operation and further development in the reference project. The performance period of the reference project is not older than three years (from the date of the deadline for participation). Companies are free to name further references in addition to the reference projects in order to meet the aforementioned minimum requirements. The contracting authority reserves the right to verify the information provided by the candidate through enquiries with the reference providers or to obtain written confirmations from the reference providers. The information on the reference projects should be entered in the "suitability" form. In addition, the application for participation must be accompanied by a maximum of three DIN A4 pages description per reference project.
Human resources (minimum requirements) The applicant must have sufficient human resources. For this purpose, he shall provide information on the number of staff and the available capacities for the advertised project. Total number of persons employed: In each of the last three financial years, the total number of persons employed must average at least 66 FTE per year. Number of persons employed in the following performance areas: The minimum number must be achieved on an annual average in each of the last three financial years: development, integration and continuous development of the platform (minimum requirement: 24 RTD per financial year). Data migration, migration tests and cut-over (minimum requirement: 24 RTD per financial year). Operation and service (minimum requirement: 8 RTD per financial year). Project management, governance, training and change support (minimum requirement: 10 RTD per financial year). Number of employees that the applicant can provide for the advertised project from the start of the contract: development, integration and continuous development of the platform (minimum requirement: 12 RTD). Data migration, migration tests and cut-over (minimum requirement: 12 RTD). Operation and service (minimum requirement: 4 RTD). Project management, governance, training and change support (minimum requirement: 5 RTD). The information must be entered in the "suitability" form. All capacities shall be expressed in full-time equivalents (RTD). The historical workforce shall be determined by the number of all temporary or permanent employees plus management staff on average for the respective financial year. The capacity available for the project from the surcharge shall be shown separately. The arrangements for the qualifying loan remain unaffected.
The three references are weighted equally. The awarding authority shall evaluate the reference explicitly assigned to this purpose for each performance area on the basis of the following four criteria for comparability with the tendered performance: in the case of the reference project "Development or major development": technical comparability: energy processes and functions covered. Technical scope: Platform architecture, interfaces and integration tasks. Development scope: actually implemented functions, extensions and releases. Implementation responsibility: Responsibility for conception, realization, testing and handover. in the reference project "Data Migration": data volume and complexity: master and movement data, data sets, source systems and required transformations. Rollout scope: number and size of migration waves and participating companies. Quality assurance and production: migration testing, data validation, cut-over and successful use. Implementation responsibility: Responsibility for planning, implementation, deadlines and migration outcome. in the reference project "Operation and continuous further development": Scope of operation: Energy management applications, processes and technical components. Operation size and experience: companies/clients under management, active users and proven duration of operation. Service responsibility: service times, availability, response and recovery times, and troubleshooting. Continuous development: functional and technical changes, regulatory adjustments, tests and releases. Applicants are invited to include in their reference project descriptions all criteria of the assigned performance area. A lack of information on the individual criteria can lead to a worse evaluation.
