IT services in the context of GitLab

Due to the services to be provided, at least the certification level GitLab "Selected Partner" or equivalent is required. Please submit the currently valid certificate about your partner status or a corresponding proof with the award documents for your offer.

To demonstrate your technical and professional ability, please submit with your tender a list of at least three (3) suitable references relating to the services in question (IT services in the context of GitLab). Please use the references to describe your capability with respect to the subject matter of the contract and your relevant experience in this area. The following requirements apply to the references in terms of content and scope: ● Two (2) references involving services for product-related services, such as consulting and support in connection with the introduction and operation of GitLab. Each of these references must have a scope of at least 20 person-days (PD). ● One (1) reference involving services in the field of training (on-site or online) for topics such as introduction and fundamentals, working with GitLab, DevOps and CI/CD functions, and automation in connection with GitLab. The reference must have a total scope of at least 20 person-days (PD). The required scope of services may be demonstrated by a single reference project or cumulatively by multiple reference projects or training measures.

The following details must be provided for the references: ● Description of the services performed, ● Scope of the assignment in person-days, ● Period of service provision, ● Indication of the responsible contact point at the client of the reference, including address and contact details.

In addition, the following requirements apply to the specified references: ● The specified person-days must relate to the field of activity specified in the substantive reference requirements. The decisive factor is not the total scope of the contract, but the share of services attributable to the services in question. ● The references must not be older than three years (calculated from the date of the last service provision in the respective reference project up to the date of the contract notice/publication). ● The named reference projects must be completed. ● The "Reference Form" (Vordruck Referenzen) must be used for the references. Please use the form multiple times if necessary. Alternatively, you may submit a self-generated list of references provided that the information required in the template is included and presented clearly. ● It is irrelevant whether the references involve individual call-offs under a framework agreement or individual contracts. In the case of framework agreements, the decisive factor is not the total volume of the framework agreement, but the scope of the corresponding individual call-off.

You are free to submit additional references beyond the required minimum number. Since it is not possible to replace a non-compliant reference with a compliant reference submitted after the tender deadline—and doing so results in the exclusion of the bidder in the corresponding cases—the Procurement Office of the BMI recommends submitting a list of additional references deemed compliant. The Procurement Office of the BMI also reserves the right to verify the references provided by querying the contact persons named in the references. Information that fails verification may lead to exclusion from the procurement procedure. If you are unable to provide requested information for legitimate reasons of confidentiality, inform the Procurement Office of the BMI of these reasons with your bid and provide other suitable proof of technical and professional ability. The Procurement Office of the BMI will then decide on the recognition of the alternative proof at its dutiful discretion. Requesting and providing other (more suitable) proof after the tender deadline is no longer possible for public procurement law reasons. Please note that if, for example, for confidentiality reasons you are unable to state the specific contract value, you may also state the contract value in ranges (e.g. > €100,000 or between €100,000 and €200,000).

For proof of economic and financial capacity, the offer must indicate the turnover in the field of activity of the contract (other IT services in the context of GitLab) for the last three financial years. The turnover in the field of activity must be at least 1,500,000.00 net per abovementioned financial year. Please use the company figures system for this purpose. For consortia of candidates/tenderers and eligible enterprises, the turnover of all enterprises is added. The minimum requirements refer to the added numbers. The added turnover in the field of activity of the bidder plus the turnover in the field of activity of members of the bidder community and / or suitability-giving company must be stated congruently for the last 3 financial years, even if financial years differ in time from calendar years. Please submit the form "Company figures" for your company, members of bidding communities and suitable companies separately with your offer. If you want to use third party capacities (other companies or freelancers) for performance, please fill in the form "Subcontracts" and attach it to your offer. Companies belonging to the Group are also regarded as third-party companies. The tenderer may also make use of the capacities of third parties with regard to the economic, financial and technical and professional capacity required for the contract to be awarded (so-called ‘qualification loan’). In the event that you make use of the Eligibility Loan, the form "Declaration of Eligibility Loan Subcontracts" must also be completed and submitted with the offer. For further details on the eligibility loan, please refer to Section 3.2 of the document "General Application Conditions". If you wish to participate in the procedure as a bidding community, please fill in the form "Applicant's bidding community declaration" and attach it to your offer. If you are not able to provide the documents for legitimate reasons, inform the BMI Procurement Office of these reasons in the offer and provide other suitable proof of economic and financial performance. The Procurement Office of the BMI then decides, at its due discretion, on the recognition of the alternative proof. Asking and teaching another (more suitable) Proof is no longer possible after the end of the tender period for reasons of procurement law.
