Purpose of procurement is a quota of consultancy support, without purchase obligation, in the context of projects and line activities with IT reference. The operational consulting services to be provided should help to react quickly and effectively to short-term IT-related requirements arising from new or changed business processes. Strategic advisory services shall not be provided under this contract. However, strategic consulting services can be the basis for the operational consulting services to be provided here. The subject of the contract includes in particular advice, evaluation, investigation and support in the conception of the following topics: 1. automation in the Federal Employment Agency 2. Human Friendly Automation in the Federal Employment Agency 3. BA’s IT in Hybrid Multicloud 5th Reorganization 6th Agile Cooperation 7th HR Digitalization and Transformation of HR-IT Systems and Processes The consulting services are divided into HR transformation, automation and cloud. The HR transformation consultant is primarily responsible for the topic blocks 5, 6 and 7, the automation consultant is primarily responsible for the topic blocks 1, 2 and 3 and the cloud consultant is primarily responsible for the topic block 4 . The objective of the tender is to establish a framework contract with the three most economically viable bidders. The three tenderers with the best performance/price ratio shall be awarded the contract period starting with the award of the contract. The service period also begins with the award of the contract, but at the earliest on 08.12.2026, and ends after expiry of 36 calendar months, at the same time as the contract period, without the need for termination. The estimated retrieval volume over the entire performance period amounts to approximately 39,000 person hours (PS) or 3,900 (person-day PT). One PT corresponds to 10 hp. Depending on technical needs and budgetary circumstances, the estimated call-off volume may be exceeded or underrun and may vary over the course of the year. There is no call-off obligation on the part of the BA. The billing is done after actual effort. The maximum quantity for this procurement is PT 4680. This value represents the allocation limit for the use of the framework agreement and is not related to the estimates used by the BA or to the budget allocated by the BA.
