The information required for the assessment of suitability and the required method of certification: GP1) The applicant must submit a statement to all the financial institutions of the account manager in accordance with Article 48 (1) (a) of the Vbt., with the following content: • since he has kept his account (year, month, day) per account), • the indication of payment account numbers, • whether his payment obligation is fully met, • a line exceeding 30 days from the date of dispatch of the invitation to tender in his payment account. In that case, the applicant shall indicate in the application that person or entity and, by indicating the relevant point of the invitation to initiate the procedure, the competence requirement, the requirements for which it relies on the resources of that organisation in order to justify it. Pursuant to Article 50 (7) of the Vbt, the organisation whose data are used by the candidate to demonstrate economic and financial fitness shall be liable as guarantor to the contracting authority for the compensation of the damage suffered by the tenderer in connection with the failure or failure of the performance of the tenderer as provided for in Article 6: 419 Ptk.

The description must contain at least:

• the name of the other contracting party,

• the subject of the contract in such a way that compliance with the minimum suitability requirements can be clearly established,

• the date of performance in accordance with the contract ("start and completion from-to" year, month, day),

• the net amount of the consideration,

• a statement as to whether performance was carried out in accordance with the contract. Compliance with the suitability requirement may be demonstrated by multiple contracts. MSZ1.) A Candidate is Unsuitable if it does not possess a reference fulfilled in accordance with the contract and regulations, having a minimum net value of HUF 50,000,000 in the subject matter of services aligned with the procurement (repair, maintenance of VHF/UHF radios), during the three years calculated backwards from the dispatch of the contract notice. Required method of verification: Pursuant to Section 49 (4) of the Vbt.: a) if the other contracting party is an organization qualifying as a contracting authority under this Act, by a certificate issued by it, or b) if the other contracting party is an organization other than those under point a), by a certificate issued by it or by a declaration of the Candidate. Pursuant to Section 49 (5) of the Vbt., if the Candidate is unable to submit the documents prescribed by the contracting authority for any legitimate reason, it may prove its technical or professional suitability by any other document deemed appropriate by the contracting authority. During a request for additional information, the candidate concerned is obliged to substantiate the reason why it is unable to submit the prescribed documents and to request information regarding the method of proving suitability accepted by the contracting authority instead of the given suitability requirement and verification method. Pursuant to Section 50 (4) of the Vbt., the Contracting Authority draws the Candidate's attention to the fact that joint candidates may jointly satisfy the prescribed suitability requirements. Pursuant to Section 50 (5) of the Vbt., the Contracting Authority draws the Candidate's attention to the fact that candidates may satisfy the prescribed suitability requirements by relying on the capacity of any other organization or person, regardless of the legal nature of the relationship between them. In this case, this person or organization must be indicated in the application to participate, and by specifying the relevant point of the contract notice, the suitability requirement(s) for the verification of which the Candidate relies on the resource of this organization must be identified. Pursuant to Section 50 (6) of the Vbt., the application to participate must include a document containing a contractual commitment—or, where applicable, a commitment undertaken in a preliminary contract—from the organization placing its capacities at disposal, substantiating that the resources necessary for the performance of the contract will be available during the period of performance of the contract.
