What the buyer wants
PROJECT The aim of the acquisition is a local digital service for newspapers, which includes a collection of newspapers and an interface for the use of newspapers, browsing, searching and reading, as well as related support services, which is common to all local units. The user identification of the service takes place with IP addresses. See Annex 1 to the invitation to tender for a more detailed description of the subject of the procurement. This acquisition is part of the material acquisition of the FinELibs consortium. Subscriber units are public libraries, which are members of the consortium. All local units are listed in the Annex 7. On the basis of the competition, one (1) service provider will be selected, who will be responsible for the digital service of local newspapers as a whole. CONTRACT PERIOD The contract period shall be two (2) years. The contracting entity shall be entitled to extend the term of the contract for a period not exceeding two (2) years under the terms of the contract. PROJECT SCOPE The estimated value of the acquisition is between EUR 2 250 000 and EUR 3 380 000 (VAT 0%) including the option period. The maximum value of the acquisition is EUR 3 380 000 (VAT 0%). These figures are based on estimates of the use of the framework agreement from the local authorities. The maximum value of the framework agreement has been calculated for 4 years. The definition of the total estimated value of the acquisition is hampered by the possible variation in the annual licence volumes of the local units and the annual budgets of the local units.
