What the buyer wants
DESCRIPTION OF THE PROJECT The target is the digital service for domestic newspapers and magazines, which includes a magazine selection and interface for the use of magazines, browsing, searching and reading, and related support services. It is possible for the subscriber to obtain different usage statistics from the use of the service and the magazines contained in it. Access to the digital service of national newspapers and magazines must be available to the entire Government (ministries, the Chancellor's Office and the President's Office). Access to the service is made possible by IP authentication or SSO single login, which ensures that only subscribers authorised users have access to the service. The Client's personnel have access to the Service Platform maintained by the Supplier as a SaaS service, which includes Finnish newspapers and magazines selected and purchased by the Client. The subscriber's staff can browse the collection, search the collection's titles and select a title to read. The characteristics and functionality of the platform are set out in Annex 1 "Minimum Requirements'. A service link or links to individual service names will be published on the Intranet of the Order and on other internal websites where the data files obtained for the Government are presented to the staff of the Government. There must be a remote access to the service and the newspapers ordered by the Customer. Remote use refers to the fact that, in teleworking, the Service is used by the Client's staff using the equipment provided by the employer on the Government's network. The acquisition includes an additional possibility to purchase individual newsletters and periodicals during the contract period. A single magazine can be read simultaneously by a pre-determined number of users per magazine. Six users can be read simultaneously. The service is available to the Client staff 24 / 7 every day of the year. The bidder shall include a description of the digital service for domestic newspapers and magazines. On the basis of the invitation to tender, the Contracting Party shall select one supplier with whom it shall award the contract. IMPLEMENTATION PROJECT The service should start with the signing of the contract and be ready to enter into service 1 month after the signature of the contract. The content of the deployment project is the creation and deployment of the service. During deployment, conformity of the service is established. During the deployment project, the supplier shall: - The realisation of all the characteristics of the supplier's offer. - Open access to the list of newspapers and periodicals specified in Annex 2 to the call for tender. - If necessary, assist the Customer during the approval test. The implementation will end when all the tasks have been completed and the Client has tested the submitted system and found its features approved. If deficiencies are detected, the supplier will correct them and the Contracting Entity will re-test them. The testing will continue until the Contracting Party finds the phase acceptable unless the Contracting Party considers the system to be so incomplete that it is impossible to continue its deployment.
