Maintenance and development of the SIOEZ IT system including programming and associated services

1. A Contract award may be requested by a Contractor who: 1) has the technical or professional capacity necessary to perform the contract, i.e.: (a) within the last 5 years before the expiry of the time limit for the submission of tenders, and if the duration of the activity is shorter – during that period, has duly performed at least 2 services (contracts) with a value of not less than PLN 1 500 000,00 gross total, with: • one service (contract) must consist, at least in the construction and/or modification of an information system intended for at least 20,000 users, with an interface operated by a web browser, whose production environment required the management of the traffic load-balancing techniques (load balancing), • the second service (contract) must consist at least of maintaining for a period of at least 6 consecutive months the information system intended for at least 20,000 users, with an interface operated by a web browser, whose production environment required the management of the traffic load of the individual demand nodes directed to the server using load-balancing techniques (load balancing). The Contracting Authority shall consider the maintenance of the system to be at least the current service of users of the IT system (accepting and solving the problems reported) and ensuring its technical functioning. If the value of the above services (contracts) is determined in foreign currency, The contractor will convert these values to PLN according to the average rate of NBP on the day of execution of the order.

The Contractor can apply for the award of the contract, which: 1) has the technical or professional capacity necessary to perform the order, i.e.: (b) has a team of persons in the number necessary to carry out the order in accordance with the requirements of the OGA and SWZ, including: - Project Manager - Software Architect - Cloud solutions Architect - Business Analyst - Front-end programmer - Back-end programmer - Database programming specialist - UX Specialist - Digital Availability Specialist - Tester The Contracting Authority requires that each of the above-mentioned people use Polish language in speech and writing in a way that allows free communication. This condition will also be met in the case of a person who does not meet the above requirements if the Contractor provides a simultaneous translator or a consistent Polish language for all activities performed by the person requiring contact with the Ordering Authority. The minimum experience of each person and the minimum number of persons are set out in the SCI.
