New system for document cycle management - SEZD-2.0

1. Contractors who meet the conditions for participation in the procedure concerning technical and professional ability may apply for the award of the contract, i.e., the Contractor is required to demonstrate that: 1.1. within the last 3 years before the deadline for the submission of tenders, or if the period of business activity is shorter – within this period, they have duly performed or are performing*, at least 2 orders (contracts), each of which covered at least the development, implementation, and commissioning of an electronic document management system for at least 300 users, and the gross value of each order (contract) within the aforementioned scope was at least PLN 150,000.00**; * If the Contractor refers to an order (contract) that is still ongoing, it is obliged to demonstrate that as of the date of tender submission, it has been duly performed in the scope covering the development, implementation, and commissioning of an electronic document management system for at least 300 users, and the gross value of the performed order (contract) within the above-indicated scope was at least PLN 150,000.00**. ** If the value of the order (contract) is specified in a currency other than Polish zlotys, the Contracting Authority shall convert this value into Polish zlotys based on the average exchange rate of the Polish zloty against foreign currencies specified in the Exchange Rates Table of the National Bank of Poland as of the date of publication of the Contract Notice in the Official Journal of the European Union. 1.2. they have at their disposal or, when executing the contract, will have at their disposal at least 2 persons fluent in spoken and written Polish who will be assigned to perform the contract, including: 1.2.1. not fewer than 1 person holding the following certificates: 1.2.1.1. Microsoft Certified Solutions Expert: SharePoint, 1.2.1.2. Microsoft Certified Solutions Developer: SharePoint Applications, issued by Microsoft or another entity accredited by Microsoft, confirming the qualifications necessary to design, maintain, and manage SharePoint infrastructure (Microsoft Certified Solutions Expert: SharePoint) and to design and program dedicated applications for the SharePoint platform (Microsoft Certified Solutions Developer: SharePoint Applications), or an equivalent document confirming the above qualifications; 1.2.2. not fewer than 1 person who will act as Project Manager, holding the ITIL Foundation Certificate in IT Service Management, issued by PeopleCert or another entity accredited by PeopleCert, confirming the qualifications necessary for designing, understanding, and applying best practices in IT service management, or an equivalent document confirming the above qualifications. 2. To confirm fulfillment of the conditions for participation, the Contracting Authority requires the submission of: 1) a list of supplies or services performed, and in the case of recurring or continuous services also being performed, within the period of the last 3 years prior to the deadline for the submission of tenders, or if the period of business activity is shorter – within this period, together with their value, subject matter, completion dates, and entities for which the supplies or services were performed or are being performed, accompanied by evidence specifying whether these supplies or services were or are being performed duly, wherein the evidence referred to comprises references or other documents issued by the entity for which the supplies or services were performed or, in the case of recurring or continuous services, are being performed, and if the contractor is unable to obtain these documents for reasons beyond its control – a contractor's statement; in the case of recurring or continuous services still being performed, references or other documents confirming their due performance should be issued within the last 3 months; 2) a list of persons designated by the contractor to execute the public contract, in…
