Operation of Gigabit network in GVV Meersburg – grey spots

For the municipalities of GVV Meersburg, providing their citizens with reliable, fast Internet is an important part of communal services. This is why GVV Meersburg has already made investments in the development of sustainable broadband infrastructure in the past with the support of funding from the Federal Government and the State of Baden-Württemberg. In many areas, a FTTB network has already been set up, which is already operated by TeleData GmbH.

The construction of a municipal fiber network is now to be continued in areas where data rates of less than 300 Mbit/s are available in download and 150 Mbit/s at peak load conditions. For this purpose, GVV Meersburg has provided infrastructure support within the framework of the federal funding program (guideline “Promotion to support the gigabit expansion of telecommunications networks in the Federal Republic of Germany”).

In addition, the State of Baden-Württemberg grants co-financing in accordance with the administrative regulation of the Ministry of the Interior, for Digitalization and Municipalities of Baden-Württemberg “VwV Gigabitmitfinanzierung” of 27.07.2023. The corresponding grant decisions of the Federation of 18.11.2025 (provisional grant, Az. 832.6/10-25 11BW20430) and of the Land of 20.04.2026 (Az. 4-8433.6/199) are available.

The approval period extends according to the Federal decision from 15.12.2025 to 31.12.2030 and according to the Land decision from 20.04.2026 to 31.12.2030. As in the already developed areas, GVV Meersburg plans to build and operate a gigabit network within the framework of the so-called operator model. In order to make this possible, the construction and operation of a high-speed network in the tendered supply areas and the provision of retail services are to be ordered.

This tendering procedure covers the operation of the network to be established and the provision of retail services. Civil engineering and relocation of passive infrastructure will be awarded in a separate tender. The tendered project area (city of Meersburg, municipality of Daisendorf, municipality of Hagnau am Bodensee, municipality of Stetten, municipality of Uhldingen-Mühlhofen) is summarized in a grant application.

As things stand, the total number of tendering areas includes approx. 3,046 buildings with approximately 4,042 private households and 464 commercial units, which are supplied with a download speed of less than 300 Mbit/s. Of these, about 350 addresses are currently still under review. Accordingly, the number of addresses can change in the further course of the method. A complete list of addresses shall be made available at the latest with the invitation to tender. The project is funded as follows:

• Directive "Promotion to support the gigabit expansion of telecommunications networks in the Federal Republic of Germany" of 31.03.2023 in the amended version of 13.01.2025 ("Gigabit Directive 2.0")
• Operator model according to no. 3.2 of the Gigabit Directive 2.0; supplementary framework regulation of the Federal Republic of Germany for supporting the nationwide development of gigabit networks from 01.08.2024 (Gigabit framework regulation, e-reference of the grant decision Bund v. 18.11.2025: 832.6/10-25 11BW20430
• Administrative regulation of the Ministry of the Interior, for Digitalization and Municipalities of Baden-Württemberg "VwV Gigabitmitfinanzierung" of 27.07.2023, e-reference of the grant decision Land v. 20.04.2026: 4-8433.6/199 The subsequent contractor must comply with all requirements of the grant decisions on which the project is based with ancillary provisions, instructions, conditions, leaflets and conditions as well as the relevant funding programmes. Changes resulting from the setting of the final amount of the grant are reserved in accordance with the network operation and lease agreement.
