1. The subject of the contract is the delivery, installation, configuration, integration, calibration, commissioning, and testing of a complete, integrated research platform connecting the measurement environment with the CAE numerical modeling and analysis environment as well as experimental research in the field of vibroacoustics, structural dynamics, and modal analysis. The platform will be intended for conducting experimental research and numerical analyses in the field of vibroacoustics, acoustics, structural dynamics, rotating machinery, and advanced modal analysis of structures, including aerospace structures. 2. Information on the means of electronic communication through which the Contracting Authority will communicate with Economic Operators, and information on technical and organizational requirements for preparing, sending, and receiving electronic correspondence: a) Communication in the procurement procedure, including the submission of tenders, exchange of information, and transfer of documents or statements between the Contracting Authority and the Economic Operator, shall be carried out using means of electronic communication, via the Silesian University of Technology Purchasing Platform, hereinafter referred to as the "Platform": https://polsl.ezamawiajacy.pl/app/login or e-mail in the @polsl.pl domain, with the proviso that tenders may only be submitted via the Platform. b) The use of the Purchasing Platform by the Economic Operator is free of charge. The Platform contains a "Knowledge Base" tab containing Instructions for Economic Operators. c) The Contracting Authority informs that in case of any doubts regarding the rules of using the Platform, the Economic Operator should contact the provider of this ICT solution at tel. [phone] (helpline available on business days, 9:00 AM - 5:00 PM), e-mail: [e-mail] d) The Contracting Authority specifies the necessary hardware and software requirements enabling work on the Purchasing Platform, i.e.: - permanent Internet access with a guaranteed bandwidth of not less than 512 kbps; - a PC or MAC computer meeting the requirements of the installed operating system and the requirements of the web browser used; - any web browser installed in a version supported by the manufacturer, supporting TLS 1.2; - installed Acrobat Reader software or other software supporting .pdf files. e) The Contracting Authority specifies information regarding encoding and data reception time: a file attached by the Economic Operator on the Purchasing Platform and saved is visible in the System as encrypted – UTF8 encoding format. The ability to open the file is available only after decryption by the Contracting Authority after the tender opening deadline has passed. f) The timestamp of data reception by the Platform constitutes the date and exact time (hh:mm:ss) generated according to the local server time synchronized with an appropriate time source. g) Statements, applications, notices, or information received by the Contracting Authority via the Platform are deemed to be documents submitted on time if their legible content reaches the Contracting Authority before the expiry of this deadline. The date of receipt on the Platform is considered the date of receipt of statements, applications, notices, and information. h) The tender submission date is determined by the time of complete processing of the transaction on the Platform. i) The maximum size of files sent via the Purchasing Platform is up to 2 GB. j) The Contracting Authority specifies the permissible electronic signature format as: - it is recommended to sign .pdf documents using the PAdES format; - it is permissible to sign documents in a format other than .pdf, in which case a separate signature file will be required; therefore, the Economic Operator will be obliged to attach, in addition to the signed document, a separate signature file. k) The Economic Operator may also transmit the aforementioned notice, document, or statement (not…
