What the buyer wants
The Hessian Land Office for Land Management and Geoinformation is a department of the state of Hesse and houses, among other things, the central competence centre for geoinformation. This is in accordance with § 3 Abs. 2 No. 2 of the Ordinance on the Implementation of the Hessian Surveying and Geoinformation Act (HVGGAusfVO) is responsible for the operation, administration and further development of the Geoportal Hessen (§ 36 para 2 HVGG). The Geoportal Hessen (www.geoportal.hessen.de) is the central access point to the geodata infrastructure Hessen (GDI-Hessen). It serves as a central platform for spatial data, spatial data services and the associated metadata provided by the state administration and local authorities. For further operation, the central competence centre for geoinformation is looking for an IT service provider who will provide and operate the necessary infrastructure for the technical operation of the geoportal Hessen. The front end of the geoportal must be accessible via the Internet. For the maintenance and maintenance of the software components used, secure remote access via the NdB (federal network) is required. The aim is to conclude an EVB-IT contract. All services must be performed by the contractor in close coordination with the client. The provision of the operating environment including all communication requirements according to the migration roadmap level 1 for the geoportal Hessen has to be made by 31.12.2026. The contractor’s data center must be designed for the highly secure and highly available operation of specialized applications and the contractor must have in-depth experience in the operation of complex IT technical processes. The software to be used is specified, not part of the advertised service and is based exclusively on open source components. These include in particular: • Linux operating system (currently Debian), • Mapbender 2.8 (<3), • PostgreSQL with PostGIS, • MapServer, • Django Framework, • MediaWiki. €296,400Das Hessische Landesamt für Bodenmanagement und Geoinformation ist eine Dienststelle des Landes Hessen und beherbergt unter anderem die zentrale Kompetenzstelle für Geoinformation. Diese ist gemäß § 3 Abs. 2 Nr. 2 der Verordnung zur Ausführung des Hessischen Vermessungs- und Geoinformationsgesetzes (HVGGAusfVO) für den Betrieb, die Administration und die Weiterentwicklung des Geoportals Hessen verantwortlich (§ 36 Abs. 2 HVGG). Das Geoportal Hessen (www.geoportal.hessen.de) ist der zentrale Zugangsknoten zur Geodateninfrastruktur Hessen (GDI-Hessen). Es dient als zentrale Plattform für Geodaten, Geodatendienste und die dazugehörigen Metadaten, die von der Landesverwaltung sowie von kommunalen Gebietskörperschaften bereitgestellt werden. Für den weiteren Betrieb sucht die zentrale Kompetenzstelle für Geoinformation einen IT-Dienstleister, der die notwendige Infrastruktur für den technischen Betrieb des Geoportals Hessen bereitstellt und betreibt. Das Frontend des Geoportals muss über das Internet zugänglich sein. Für die Wartung und Pflege der eingesetzten Softwarekomponenten ist ein gesicherter Fernzugriff über das NdB (Netz des Bundes) erforderlich. Ziel ist der Abschluss eines EVB-IT Vertrages. Alle Leistungen haben durch den Auftragnehmer in enger Abstimmung mit dem Auftraggeber zu erfolgen. Die Bereitstellung der Betriebsumgebung einschließlich aller Kommunikationsanforderungen entsprechend des Migrationsfahrplans Stufe 1 für das Geoportals Hessen hat bis 31.12.2026 zu erfolgen. Das Rechenzentrum des Auftragnehmers muss für den hochsicheren und hochverfügbaren Betrieb von Fachanwendungen ausgelegt sein und der Auftragnehmer muss über fundierte Erfahrungen im Betrieb komplexer IT-Fachverfahren verfügen. Die einzusetzende Software ist festgelegt, nicht Bestandteil der ausgeschriebenen Leistung und basiert ausschließlich auf Open Source Komponenten. Dazu gehören insbesondere: • Linux Betriebssystem (derzeit Debian), • Mapbender 2.8 (<3), • PostgreSQL mit PostGIS, • MapServer, • Django Framework, • MediaWiki. With the offer, the bidders have to submit the completed self-declaration "Self-declaration data center" and confirm in this that for the data center operation a certification according to ISO 27001 or ISO 27001 on the basis of IT basic protection is available and the data center is connected to the federal-state connection network - network of the federal government (NdB) (formerly: Germany Online Infrastruk-tur (DOI)) - according to Article 91c paragraph 4 GG. If the data center is not connected to the NdB, a separate document must explain how the alternative is implemented in accordance with Section 4.6 of the specification of services.
Minimum requirement: Presentation of a total of at least two appropriate references from the last three years (deadline date "expiration of the tender deadline"), which correspond to the requirements listed below. Reference 1: At least one year of productive operation of comparable IT technical procedures (according to Chapter 3 of the service description: Framework conditions and use of software components: Linux and Geoportal framework). Submission of a technical description of the service with comparison with the requirements - alternatively submission of the service description of the reference project. Reference 2: At least one-year productive operation of comparable operating environments in accordance with the safety requirements of the specifications.
