For public service contracts only: During the reference period, the economic operator has delivered the following principal services of the specified type.
Contracting authorities may require up to three years of experience and allow experience gathered more than three years ago to be taken into account. - The applicant must submit an ESPD specifying the following information: A list of the five (5) most significant comparable services that the applicant has performed during the past five (5) years prior to the application deadline.
The applicant must enclose references, either by stating them in the ESPD in Mercell (in the field "For service contracts: performance of services of the specified type") or by attaching a separate document. Only references relating to services that have been performed at the time of application (and which have been performed during the past five (5) years prior to the time of application) will be taken into account when assessing whether the requirements for technical and professional ability are met, cf. below.
In the case of an ongoing assignment, it is therefore only the part of the services that has already been performed at the time of application that should be stated in the description of the reference and that will be included in the evaluation of the reference.
ATP prefers that the references are listed in the following manner in the five fields in the ESPD (online form): (i) Name of the reference and contact at the reference – this is entered in the "Recipients" field – this must be done for each individual reference. (ii) Start date for the commencement of delivery – this is entered in the "Start date" field – this must be done for each individual reference. (iii) End date for any termination of cooperation – this is entered in the "End date" field – this must be done for each individual reference.
If it is not possible to state the start date or end date respectively, the applicant is requested to state in the description how dates have been determined. (iv) Indication of the financial value of the delivery – this is entered in the "Amount" field – this must be done for each individual reference. (v) In the "Description" field, details of the delivery in relation to the description of the services and the selection criteria are entered for each individual reference.
The description of the delivery must contain a clear description of which of the specified main services the delivery concerned as well as the applicant's role(s) in the performance of the delivery. The description must not exceed 10,000 characters (including spaces) per reference. If the description contains more than 10,000 characters (including spaces), ATP will only attach importance to the first 10,000 characters (including spaces).
A maximum of five (5) references may be stated, regardless of whether the applicant is a single company, whether the applicant relies on the technical capacity of other entities, or whether it is an association of companies (e.g. a consortium). If more than five (5) references are stated, only the five (5) most recent references will be taken into account. References beyond this will be disregarded.
If it cannot be determined which references are the five (5) most recent references, the references will be selected by drawing lots. In this tender procedure, the applicant may rely on the technical and/or professional ability of other entities to fulfill the suitability requirements, including for the purpose of selection. The entity/entities making its/their technical and/or professional ability available to the applicant must sign a declaration of commitment, cf. further details in the tender specifications.
The template is provided as Appendix G to the tender specifications. If the applicant relies on the educational and professional qualifications or professional experience of other entities regarding the performance of specific parts of the services covered by the contract, those specifi…
