What the buyer wants
The objective in Lot 1 is the adaptation and updating of the protection profiles PP-CSP and PP-CSPL. In this process, the two protection profiles are to be merged using the multi-assurance approach. The new protection profile is to be designed modularly so that it can serve various purposes and enable broad application. The core of the PP is to be limited to the minimum necessary functionality of the CSP(L). All functionalities required only for specific purposes are to be separated into modules. Dedicated PP configurations, which may each contain suitable combinations of functional modules, are to be developed for the individual application scenarios mentioned above. Within the lot, a concept draft will first be developed together with the contracting authority, followed by a description of the detailed architecture, and a further work package will focus on the actual creation of the PP. The objective of the lot is an updated and modularized protection profile as well as at least one associated PP configuration for the cash registers and eID use case.
Um seinen gesetzlichen Verpflichtungen (§146a AO und KassenSichV) nachzukommen muss das BSI die Schutzprofile BSI-CC-PP-0104 Cryptographic Service Provider (CSP) und BSI-CC-PP-0111 CSPLight (CSPL) aktualisieren. Hierzu sollen im Projekt die genannten Schutzprofile ebenfalls für eine breitere Verwendung im Bereich eID / EUDI-Wallet, 5G und FIDO / Passkeys ertüchtigt werden. Dafür notwendig ist auch die Erarbeitung einer standardisierte Schnittstellenbeschreibung für CSPLight Produkte im zentralen Rechenzentrumsbetrieb, um die Interoperabilität zu erhöhen und Abhängigkeiten zu proprietären Architekturen zu minimieren. Das Projekt gliedert sich in drei separate Lose (Fachlose im Sinne des § 97 Abs. 4 GWB): - Los 1: Anpassung und Aktualisierung des CSP-Schutzprofils und CSPL-Schutzprofils (Update-CSPL) - Los 2: Evaluierung CSP-PP/CSPL-PP (Eval-CSPL) - Los 3: Standardisierte Schnittestellenbeschreibung (API-CSPL) Los 1 beinhaltet die Aktualisierung und Modularisierung der Schutzprofile PP-CSP und PP-CSPL. Daran anknüpfend wird in Los 2 eine Evaluierung der Schutzprofile CSP und CSPL nach EUCC durchgeführt. Abschließend wird in Los 3 eine einheitliche, standardisierte Schnittstellenbeschreibung für den CSP-Light auf Basis des in Los 1 erstellten Schutzprofils erarbeitet. Ergebnis des Loses 2 sind vollständige Einzelprüfberichte, sodass die vorliegenden Berichte zur Zertifizierung des Schutzprofils und seiner Konfiguration eingereicht werden können und alle formalen Anforderungen erfüllt sind.
Lot 3Los 3: „Standardisierte Schnittstellenbeschreibung (API-CSPL)"
8 monthsZiel in Los 3 ist die Erstellung einer einheitlichen, standardisierten Schnittstellenbeschreibung für den CSP, sodass eine herstellerunabhängige Nutzung eines CSP auf einer sicheren Server-Architektur für externe Anwendungen ermöglicht wird. Die Grundlage für die Schnittstellenbeschreibung sollen die aktualisierten und modularisierten Schutzprofile, bzw. das zusammengeführte Schutzprofil aus Los 1 sein sowie die aktuelle BSI TR-CSP2.

This is particularly the case with the present call for tender, experience in the creation of protection profiles according to the Common Criteria and extensive experience in the mentioned contexts. These references must in particular demonstrate the ability of the participating companies in the field of IT security requirements. By means of the references, it must therefore be demonstrated that the participating companies have already gained experience in the following areas of experience: 1. knowledge of the Common Criteria (CC) and the implementation of evaluation activities on IT systems or products on the basis of defined and CC-related evaluation criteria 2. development of concepts in the area of IT security requirements 3. projects and extensive practical experience in the contexts eID/sovereign documents and technical security facilities (TSE / SMAERS), 5G or FIDO 4.
