The Contracting Authority uses the following concept: Information Project (IT project) - organized, time-limited process of implementing technical and organisational activities, aimed at providing an IT solution (software), including implementation on the production environment. The IT project is not a project whose object was only to maintain the IT system, to supply computer equipment or a licence. The contractor shall comply with the condition if he demonstrates that he has or will have a team of at least 12 persons with adequate qualifications and experience. These persons should have the experience and qualifications appropriate to the functions to be entrusted to them, i.e. 1) at least three people (intended for the performance of the contract) to serve as a back-end programmer who has the following competences: (a) a higher education, (b) a minimum five-year professional experience understood as participating in the implementation of the Information Projects, (c) has at least three years of experience gained during the 5 (five) years before the deadline for the submission of tenders, as a Back-end programmer in the Information Project with a minimum value of PLN 100 000 net, (d) the experience referred to in point (c) includes: knowledge of C#; experience in working with the .NET Core platform (website and desktop applications); ability to design and implement REST API; skill in practical application of design patterns and implementation of architectures: Clean Architecture, DDD; knowledge of relational databases (MS SQL, PogreSQL) and ability to optimize SQL queries, to create indexes and storage procedures; knowledge of the OMEintity Core Core Core Core Core, the ability of the design of the system, DDD, the ability of the technical documentation 2) at least three persons (intended to carry out the contract) to serve as a front-end programmer with the following competences: (a) a higher education, (b) a minimum five-year professional experience understood as participating in the implementation of the Information Projects, (c) has at least three years of experience gained during the five (five) years before the deadline for submitting tenders, as a front-end programmer in the Information Project with a value of at least PLN 100,000 net, (d) the experience referred to in point (c) includes: knowledge of HTML5, CSS3, JavaScript, TypeScript; knowledge of React and Angular frameworks; ability to design in accordance with Mobile First principles; Integration with REST API; ability to write unit tests and end-to-end; ability to work with Tailwind CSS and Bootstrap libraries; knowledge of Azure DevOps and version control systems (GIT); knowledge of UI/UX design principles and WCAG principles; ability to work as a team in Agile/Scrum methods; knowledge of English at a level capable of understanding of technical documentation. 3) At least one person (intended for the performance of the contract) to serve as a mobile application programmer who has the following competence: (a) a higher education, (b) a minimum five-year professional experience understood as participating in the implementation of the IT Projects, (c) has at least three years of experience gained during the 5 (five) years preceding the deadline for the submission of tenders, as a mobile application programmer in the IT Project with a value of at least PLN 50,000 net, (d) the experience referred to in point (b) of point (c) of Article 2 of the Agreement.

5) At least one person (intended to carry out the contract) to serve as Scrum Master, who has the following competences (a) higher education, (b) a minimum five-year professional experience understood as participating in IT projects, (c) has at least three years of experience gained during the five (five) years before the deadline for submitting tenders, as Scrum Master in the Information Project with a value of at least 100 000 PLN net, (d) the experience referred to in point (c) includes: the skills necessary for obtaining certificates of at least PSM I or PSM II or UML2 Foundation; the overall knowledge of the architecture of web applications in the .NET technology (ASP.NET Core) and JavaScript (React, Angular); the knowledge of Azure DevOps in the scope of carrying out SCRUM projects; the ability to work with version control systems (GIT); the knowledge of building, testing and implementation issues; the relational knowledge of databases (SQL Server, PosgreSQL); the knowledge of English at a level capable of understanding of technical documentation, 6) At least one person (intended for the performance of the contract) to serve as a system analyst who has the following competence: (a) higher education, (b) minimum five-year professional experience understood as participating in the implementation of the IT Projects, (c) has at least three years of experience gained during the 5 (five) years preceding the time limit for the submission of tenders, as a system analyst in the Information Project with a value of at least PLN 100,000 net, (d) the experience referred to in point (c) includes: Knowledge of computer system modeling in UML notation and business process modeling in BPMN notation; knowledge of SQL database and query language; knowledge of web application architecture in .NET (ASP.NET Core) technology and JavaScript (React, Angular); knowledge of Enterprise Architect tool; knowledge of English at a level that enables understanding of technical documentation. NOTE 1: Each of the above functions must be performed by other persons. NOTE 2: The Contracting Authority informs that the professional experience in the implementation of the IT projects will be calculated as follows: 1) where the Contracting Authority requires the person to have three years of experience within the last 5 years before the deadline for the submission of tenders - a minimum period of 3 years of experience must be completed in full within 5 years from the date of the submission of tenders 2) the professional experience acquired in the various IT projects in which the person concerned took part and carried out at the same time - is not aggregated, 3) the professional experience gained in the projects shown in which the person concerned took part, at different times - is aggregated, except where the contractor has demonstrated projects whose implementation periods overlap, Contractors for professional experience shall recognise the period from the date of commencement of the earlier project to the date of completion of the subsequent project, 4) in the absence of a daily date and only information on the month, The Contracting Authority shall adopt the last day of the month in question (for the start of the project) and the first day of the month in question (for the end of the project), if only information on the year of the start or end of the project is provided, The Contracting Authority will adopt on 31 December of the year in question (for the start of the project) and on 1 January of the year in question (for the completion of the project) - if it is the same year, the Contracting Authority will not recognise the experience for this IT project.
