Renewal of firewall and management infrastructure (Palo Alto)

Business Registration Statement: Proof of registration in the Business Registry of the State in which the bidder is established, who may not be older than three months at the time of the expiry of the time limit for the submission of tenders. If a bidder is not obliged to enter in a professional or commercial register under the law of the country in which he is established, he has to make a corresponding self-declaration about this and about the reasons (e.g. the legal form). Alternative proof: If the bidder is not listed in the commercial register, proof of the permitted professional practice in another way (e.g. registration in a partnership or association register, membership in an economic association) is sufficient.

Total annual turnover (net) related to the last three financial years closed.

Provide the specific annual turnover (net) for services in the field of activity of the contract (supply and services related to firewall technology) in relation to the last three closed financial years. Minimum requirement: The specific turnover (net) for services in the field of activity of the contract (supply and services related to firewall technology) must have amounted to at least EUR 5,000,000.00 on average over the last three completed financial years.

The proof of company liability insurance for personal, property and property damage for activities that are the subject of this contract must be submitted. The proof must not be older than six months at the time of the expiry of the offer period and must show the amounts of cover agreed with the insurance undertaking. Minimum requirement: The cover sum of the company liability insurance must show the following minimum cover sums per claim: - Personal injury: at least. EUR 5.000.000,00 - Property damage: at least. EUR 5.000.000,00 - Property damages: at least. EUR 1.000.000.00 Proof of provisional coverage according to § 49 VVG or a binding declaration by an insurer to provide the bidder with appropriate insurance protection in the event of an order, such as an offer, is sufficient.

Appropriate references shall be submitted for contracts previously performed, in the form of a list of key services provided during the three years preceding the deadline for the submission of tenders, describing the services actually provided, indicating the value, the period of service, the public or private contracting entity, including a competent contact person with contact details and a statement as to whether the contracted services have been provided as a contractor, subcontractor or member of a consortium. Minimum requirements: evidence of experience in the field of services to be awarded here is required by indicating a total of at least three reference contracts essentially executed in the last three years before the deadline for the submission of tenders. The at least three reference contracts to be proven shall be comparable in nature and scale to the contract to be awarded here. This is the case if the following characteristics are fully met: each of the total of at least three references to be submitted must fully and cumulatively meet the following three characteristics: - Delivery of firewall technology from manufacturer Palo Alto Networks, Inc., and - Order execution providing implementation services (installation, configuration, migration and commissioning) of a highly available firewall cluster including the associated central management infrastructure, and - Order execution providing downstream services for maintenance and support of the firewall infrastructure. At least two of the total of three references to be submitted must each fully meet the following characteristic: - Order execution for an institution with a secured network of at least 5000 protected workstations. It must be verifiable on the basis of the information provided by the applicant whether the abovementioned characteristics are fulfilled, i.e. the applicants are invited to comment on the abovementioned characteristics in the description of the respective reference project, even if these should not be fulfilled by the respective reference. Contracts are considered executed and successfully completed in the sense described above if the main project core phases have been successfully completed. In this respect, downstream services such as continuing services are harmless.

Statement showing the average annual number of employees, executives and technicians certified by Palo Alto Networks, Inc. who have been employed at the bidder’s operations for the last three years (2026, 2025, 2024) prior to the bid deadline. Minimum Requirement: There must have been at least 5 Palo Alto Net-works, Inc. certified technicians on average in the bidder’s company for the last three years 2026, 2025 and 2024.

The responsible project manager is to be named with proven experience in comparable projects (implementation of a highly available firewall cluster (Palo Alto) including central management infrastructure and migration services). Experience in comparable projects shall be presented on the basis of meaningful project references, indicating the contracting entity, the period of delivery and the specific role and activity. The specifically named project manager is obligatory for the execution of the order. Minimum Requirement: The nominated project manager can demonstrate at least one project reference in comparable projects (implementation of a high-availability firewall cluster (Palo Alto) including central management infrastructure and migration services).

Proof is a current manufacturer partnership or certification with Palo Alto Networks, Inc. for the offered product line at a level that entitles to independent project implementation. Minimum requirement: at least the manufacturer partnerships or Diamond innovator and MSSP innovator certifications with Palo Alto Networks, Inc. currently exist.

To be provided is a statement of intended subcontracting indicating whether subcontracting is intended. Where intended, the subcontractor or subcontractors and the type of service shall be identified.
