Lot 1 - Minimum references enterprises (with the offer; by means of self-declaration): proof of two reference projects on advice for the management of an IT program of public administration with at least three parallel projects. For each reference project, it must be proven that in the period from 01.01.2023 until the end of the offer period at least 1,000 consultant days in the described scope of services were provided. The reference project may have started before 01.01.2023 and be completed or continued at the time of submission of the tender. Relevant for the fulfilment of the required minimum scope are exclusively the consultant days actually provided within the aforementioned reference period. Lot 2 - Minimum references enterprises (with the offer; by self-declaration): proof of two reference projects through organizational or strategy consulting for a public authority or a public IT service provider with at least 500 employees. For each reference project, it must be proven that in the period from 01.01.2023 until the end of the offer period at least 250 consultant days in the described scope of services were provided. The reference project may have started before 01.01.2023 and be completed or continued at the time of submission of the tender. Relevant for the fulfilment of the required minimum scope are exclusively the consultant days actually provided within the aforementioned reference period. Lot 1 according to Criteria (A criteria) Personnel: Relevant professional experience (with the offer); By self-declaration: assurance that each person employed in the context of a call fulfils the minimum professional experience of their role: multi-project/program management at least 5 years, project/sub-project management at least 3 years, consultant at least 2 years, PMO at least 2 years relevant professional experience; of which at least 1.5 years per person in projects for public administration clients at federal or state level (including their IT service providers). Lot 1 according to Criteria (A criteria) Personnel: very good knowledge of German in word and writing (minimum level C1) (with the offer); By self-declaration: assurance that all employed persons have knowledge of German at least at the level C1 GER (negotiable); The contract, communication and document language is German

Lot 1 according to Criteria (A criteria) Personnel: Relevant studies or relevant vocational training (with the offer); By self-declaration: assurance that each person employed has completed university studies or an equivalent qualification (the professional experience is governed by 5.1). Note: self-declaration; personal proof of the profile form when retrieved

Lot 1 according to Criteria (A criteria) Personnel: substitutes and representatives (with the offer; by self-declaration): assurance that substitutes and representatives meet the same minimum requirements (replacement only equivalent); Replacement period and representation regime in accordance with Appendix 2. Lot 1 according to Criteria (A-criteria) Staff: Supporting transformation projects of the public administration (with the offer); By means of self-declaration: assurance (not in accordance with BGB) that each person employed as multi-project/program manager, project/sub-project manager or consultant has accompanied at least one program or transformation project of the public administration at federal or state level of comparable size (e.g. specialist process modernization, IT consolidation, data center or cloud migration). Lot 2 according to Criteria (A-criteria) Staff: Supporting transformation projects of the public administration (with the offer); By means of self-declaration: assurance (not in accordance with BGB) that each person employed as a manager or senior consultant has accompanied at least one program or transformation project of the public administration at federal or state level of comparable size (e.g. organizational or administrative reform, reorganization of responsibilities, legal form or governance development, digitalization strategy). Personal proof of the profile form at the time of retrieval

Lot 2 according to Criteria (A criteria) Personnel: Relevant professional experience (with the offer); By self-declaration: assurance that each person employed in the context of a call meets the minimum professional experience of his role: manager at least 5 years, senior consultant at least 3 years, consultant at least 2 years relevant professional experience; of which per person at least 2 years in projects for public administration clients at federal or state level (including their IT service providers). Lots: Entry in the professional or commercial register (with the offer; by means of a third-party declaration): Current proof (not older than 1 year) that the offeror is registered in the professional or commercial register in accordance with the legislation of the country of the Community or the Contracting State of the EEA Agreement in which he is established. Companies that are not listed in the professional, commercial or other register provide a copy of the business registration to the competent authority of the country in which they are established (if necessary) or another suitable proof (e.g. adjusted tax assessment) that provides information on the type of professional activity.

Lots: Liability insurance (with the offer; by means of a third-party declaration): proof of a customary market liability insurance within the scope and scope or a comparable insurance of an insurance company from an EU Member State. Either a recent confirmation from the insurance company or a copy of the policy (not older than 1 year)

Lot 1 according to Criteria (A-criteria) Professional: Minimum number of relevant experienced employees (with the offer); By self-declaration: Minimum number of relevant experienced employees in the field of activity of the contract in the annual average of the last three years: at least 25 (own employees or permanently involved subcontractors, qualifying loan according to § 47 VgV)
