Service and Development of Data Wholesale

The Contracting Authority shall consider the condition met if the Contractor demonstrates that within the last 5 (five) years prior to the deadline for submission of tenders, and if the period of business activity is shorter – within this period, it has duly performed: at least 2 (two) services for financial institutions or financial sector institutions, each of which consisted in the maintenance or development of an IT system that included a data warehouse, with a gross value of not less than PLN 2,000,000.00 (in words: two million and 00/100 PLN) each, covering not less than: − development or modification of data structures; − design and maintenance of data feeding processes (ETL/ELT); − ensuring consistent solution architecture; − training and consulting in the field of data warehouse solutions. A financial institution or a financial sector institution shall be understood exclusively as: banks (including domestic banks and foreign banks) and credit institutions, as well as financial institutions and international financial institutions – within the meaning of the Act of 29 August 1997 – Banking Law; cooperative savings and credit unions – within the meaning of the Act of 5 November 2009 on Cooperative Savings and Credit Unions, and entities conducting analogous activity based on provisions of law other than Polish law, investment or trust fund management companies, insurance companies, reinsurance companies, pension societies, pension funds, brokerage houses. The Contracting Authority informs that if the subject of the contract involves recurring or continuous services, it allows not only completed (i.e. finished) contracts, but also ongoing ones. In such a case, the Contracting Authority requires that the value of the part of the contract, i.e. the maintenance or development of an IT system containing a data warehouse covering not less than: development or modification of data structures, design and maintenance of data feeding processes (ETL/ELT), ensuring consistent solution architecture, training and consulting in the field of data warehouse solutions, performed by the deadline for submission of tenders, was not less than PLN 2,000,000.00 (in words: two million and 00/100 PLN) each. In the event that the contract value is expressed in a currency other than PLN, the Contractor is obliged to convert it into PLN based on the average exchange rate of the given currency published by the National Bank of Poland (according to Table A of average exchange rates of foreign currencies) on the date of publication of the contract notice in the Official Journal of the European Union. If the publication of the contract notice in the Official Journal of the European Union occurs on a day when the National Bank of Poland does not publish a table of average exchange rates, the exchange rate from the table of average exchange rates published on the closest day after the date of publication of the contract notice in the Official Journal of the European Union shall be applied.

The Contracting Authority will consider the condition fulfilled if the Contractor demonstrates that it has or will have at its disposal a team of: − not less than 2 (two) analysts with data analysis skills who meet the following requirements: o each holds a higher education degree in computer science or a related field, o each has a minimum of 4 years of experience in conducting IT business/systems analysis, o at least one has a minimum of 2 years of experience in implementing Business Intelligence systems based on Comarch Data Editor solutions, o at least one has a minimum of 2 years of experience in implementing Business Intelligence systems based on Comarch Data Warehouse Manager solutions, o each has, within the last 4 years prior to the deadline for submission of tenders, served as a data analyst/business analyst in at least 2 IT projects, with the contract value of each being at least PLN 1.0 million, o each has very good knowledge of relational databases, at least Microsoft SQL Server, confirmed by a certificate, o each has a minimum of 4 years of experience in implementing and maintaining solutions utilizing SQL/T-SQL-based solutions, o each has practice in software testing, o each has practical knowledge of standards for preparing IT conceptual and design documentation, o each has very good knowledge of Business Intelligence systems, at least Comarch Data Editor or Comarch Data Warehouse Manager solutions, confirmed by a manufacturer's certificate, o each has a communicative command of the Polish language, spoken and written. − not less than 2 (two) programmers meeting the following requirements: o each holds a higher education degree in computer science or a related field, o each has a minimum of 4 years of programming experience, o each has, within the last 4 years prior to the deadline for submission of tenders, served as a programmer in at least 2 IT projects, with the contract value of each being at least PLN 1.0 million, o each has very good knowledge of and experience in working with relational databases, at least Microsoft SQL Server, o at least one has a minimum of 3 years of experience in implementing and maintaining Business Intelligence solutions based on Comarch Data Editor solutions, o at least one has a minimum of 3 years of experience in implementing and maintaining Business Intelligence solutions based on Comarch Data Warehouse Manager solutions, o each has practice in software testing, o each has very good knowledge of the SQL/T-SQL language, o each has practical knowledge of and the ability to use API development standards, o each has practical knowledge of standards for preparing IT conceptual and design documentation, o each has very good knowledge of Business Intelligence systems, at least Comarch Data Editor or Comarch Data Warehouse Manager solutions, confirmed by a manufacturer's certificate, o each has a communicative command of the Polish language, spoken and written. In the case of submitting equivalent certificates, it is required that they cover: − possessing the same scope and level of knowledge and experience; − confirmation of the certificate by an examination, if obtaining the certificate requires passing an examination. An equivalent certificate cannot be issued by the Contractor or a subsidiary of the Contractor.
