Economic and financial performance - The award documents require an average total turnover of at least €4,502,400.00 net for the last three closed financial years. The selection criterion is met if the three annual turnovers indicated by the tenderer are on average at least the value indicated for the respective lot. If a tenderer applies for both lots and is actually to be awarded the contract for both lots on the basis of the evaluation of the tender, the declared minimum annual turnover shall be added. Based on the form ‘Self-declaration & Letter of Offer , the bidder has to prepare the offer. This form must be submitted by the tenderer at the time of submission of the tender. The self-declaration shall specify in particular the tenderer, the grounds for exclusion and the selection criteria.

Technical and professional performance - experience based on appropriate references. The tenderer shall designate at least three appropriate references relating to previous service contracts or IT projects in the last three calendar years. References up to five calendar years ago are also taken into account. The requirements for the references are detailed in the form ‘References to demonstrate suitability Lot 1’. The references shall be provided using the form ‘References to demonstrate suitability Lot 1’. A separate form must be completed for each reference contract, so that at least three forms must be submitted.
